About the Role

The Challenge

Mills Recruitment is partnering with a leading airport operator to appoint a newly created Portfolio Controls Director. Reporting directly to the Chief Development Officer, this position will provide dedicated technical and operational leadership across a portfolio of large-scale strategic infrastructure projects, while strengthening day-to-day project oversight, controls and stakeholder management.

The Opportunity

This is a rare opportunity to build and lead a new Portfolio Controls Office and shape how major capital investments are planned, governed and delivered. You will work closely with senior leadership, establishing a single, trusted view of portfolio performance while driving stronger planning, assurance, reporting and digital capability across a complex airport environment.

What You Will Do

  • Establish and lead the Portfolio Controls Office, providing technical and operational oversight across multiple strategic infrastructure projects.
  • Lead annual, five-year and long-term capital planning, including portfolio sequencing, cost, schedule, risk and change controls.
  • Support day-to-day project oversight, identifying performance issues and providing clear, data-driven insights to senior leadership.
  • Deliver portfolio reporting and executive dashboards while engaging effectively with senior leaders, Board Committees and key stakeholders.
  • Lead portfolio governance, assurance and the implementation of enterprise PMIS/PPM systems and data standards.

Who We Are Looking For

  • Minimum 15 years experience in capital development, project controls, portfolio management or related fields, ideally across large-scale infrastructure, transportation or aviation projects.
  • Proven experience supporting or managing multiple major projects within a multinational corporation or international project environment.
  • Degree in Engineering, Quantity Surveying, Project Management, Finance or a related discipline; a Master's degree and relevant professional certifications are advantageous.
  • Strong technical understanding of project delivery, enterprise project controls and portfolio management, including cost, schedule, risk and lifecycle governance.
  • Malaysian candidates are preferred, with the ability to operate effectively in a complex, fast-paced environment supporting senior leadership.
