Job Title: General Manager (Malaysia) – Joint Venture Construction Company
Role Overview:
We are looking for an experienced General Manager to lead our Malaysia office. You will have full P&L responsibility and oversee all operations, project management, business development, and internal controls. Reporting to the Board and shareholders (China & Malaysia), you will ensure the company runs smoothly, profitably, and in full compliance with local laws.
Key Responsibilities:
1. Strategy & Shareholder Relations
Set annual business plans and project development strategies to meet shareholder targets (revenue, profit, project pipeline).
Report regularly to the Board and shareholders on performance, risks, and market updates.
Bridge cultural and management differences between Chinese and Malaysian partners.
Monitor local policies, tender rules, and market trends; adjust strategies accordingly.
2. Business Development & Tender Management
Lead market expansion in construction, infrastructure, and industrial projects.
Drive major tender submissions, contract negotiations, and bid pricing.
Build and maintain strong relationships with clients, partners, and local agents.
Manage commercial follow-ups, variations, final accounts, and collections for ongoing projects.
3. Project Operations
Oversee all projects from planning to completion – ensure quality, safety, schedule, and site management.
Approve construction plans, subcontractor models, and site systems.
Control project costs (labor, materials, machinery) and minimize delays or rework.
Manage subcontractor selection, performance reviews, and payment settlements.
4. Procurement & Supply Chain
Set up and manage procurement systems for materials, equipment, and machinery.
Source, evaluate, and manage local and cross-border suppliers.
Approve procurement plans, quotations, contracts, and delivery schedules.
Ensure supply continuity and internal control compliance.
5. HR & Administration
Oversee hiring, compensation, performance, and employee relations for local and expatriate staff.
Ensure full compliance with Malaysian labor laws, EPF, SOCSO, work permits, and foreign worker regulations.
Manage office administration, licenses, annual renewals, and government liaison.
Promote cross-cultural integration and team stability.
6. Finance & Tax
Manage full financials – budgeting, cost control, accounting, and reporting.
Ensure compliance with Malaysian tax, foreign exchange, and construction finance rules.
Supervise cash flow, payment approvals, and collection of receivables.
Support internal and external audits; provide financial insights for decision-making.
7. Compliance & Risk Management
Establish internal policies, safety standards, and project management systems.
Mitigate risks in safety, quality, contracts, labor, and tax.
Lead crisis response for accidents, disputes, or emergencies.
8. Team Leadership & Culture
Build and develop a strong local management team.
Align Chinese and Malaysian work styles to foster efficiency and accountability.
Promote a culture of safety, integrity, and professionalism.
