Job Description

The Human Resources Lead is a strategic member of the Malaysia Site Leadership Team

responsible for building the people capability required for safe, compliant and successful

operation of the Johor manufacturing site. The role owns all Human Resources functions while

partnering closely with business leaders and Corporate HR to build a high-performance culture

aligned with client's values. Mandarin proficiency is required to effectively communicate with

Mandarin-speaking regional stakeholders.

Position : Human Resource Lead

Status : Contract 6 Months under PERSOL (Can be converted after 6 months upon client's decision)

Location : Tanjung Langsat Pasir Gudang

Background : Manufacturer of Highly integrated Chemical Solutions (China based)

Working Days : Monday – Friday

Working Hours : 8.30AM – 5.30PM

Salary : Confidential

Entitlements : EPF, SOCSO & EIS, Annual Leave, Medical Leave, Hospitalization Leave Public Holiday based on client.

Requirement:

1. Bachelor's degree or above in Human Resources, Business Administration or related

discipline.

2. 8–12 years progressive HR experience with at least 5 years in HR leadership within

manufacturing, chemical or pharmaceutical industries.

3. Experience supporting multinational organizations and rapid growth environments.

4. Preferably in the same chemical industry or any heavy industry.

5. Experience supporting greenfield projects, including workforce planning, recruitment ramp-up

and organizational establishment.

6. Strategic HR leadership.

7. Employment law expertise.

8. Leadership and coaching experience, including managing and developing HR teams.

9. Change management.

10. High integrity and confidentiality.

11. Fluent English, Bahasa Malaysia and Mandarin (written and spoken).

Responsibilities:

• Develop and execute the site HR strategy aligned with business objectives.

• Lead workforce planning, succession planning and organization design.

• Serve as trusted advisor to site leadership on all people matters.

• Champion ethical leadership and our client's Code of Conduct.

1. Talent Acquisition & Workforce Planning

• Lead recruitment for manufacturing, engineering, technical and professional roles.

• Develop university partnerships, talent pipelines and employer branding.

• Ensure excellent onboarding, probation management and workforce readiness.

2. Employee Relations & Culture

• Lead investigations, grievance handling, disciplinary processes and conflict resolution.

• Drive employee engagement, retention and leadership development.

• Promote a respectful, inclusive and accountable workplace.

3. Performance, Learning & Development

• Manage performance management processes and leadership coaching.

• Develop annual training plans, competency matrices and HRD Corp initiatives.

4. Compensation, Benefits & HR Operations

• Oversee payroll governance, benefits, HRIS, personnel records and HR reporting.

• Lead compensation and benefits planning, including salary benchmarking, annual remuneration

5. Compliance & Governance

• Ensure compliance with Malaysian Employment Act 1955, Industrial Relations Act 1967,

Occupational Safety and Health Act 2022, EPF, SOCSO, EIS, PCB, HRD Corp and immigration requirements.

• Review, develop and maintain HR policies, procedures and governance frameworks in

line with business and regulatory requirements.

• Support customer, ISO, ESG and regulatory audits, ensuring HR compliance and documentation readiness.

6. Expatriate & Government Relations

• Coordinate Employment Passes and expatriate onboarding.

• Maintain relationships with Labour Department, EPF, PERKESO, HRD Corp, Immigration

and local educational institutions.

7. Leadership Responsibilities

• Lead and develop the HR team.

• Establish HR KPIs and continuous improvement initiatives.

• Support Operational Readiness Reviews and organizational capability building.

8. Decision Making Authority

• Recommend hiring, promotion and disciplinary actions.

• Interpret HR policy and employment legislation.

• Recommend organization and compensation changes.

9. Key Performance Indicators

• Time-to-fill.

• Voluntary turnover.

• Employee engagement.

• Training completion.

• Audit findings.

• Leadership succession coverage.
