What You'll Do:
- Function Leadership: Provide overall leadership for the Data Engineering function. You will ensure the build and operation functions operate as one machine. You are accountable for the function's output, health, and growth.
- Platform & Infrastructure: Own the execution substrate: orchestration, compute, storage provisioning, and pipeline runtime. Ensure the platform is available, performant, and cost-efficient.
- Operations & Reliability: Define and own Service Level Agreements (SLAs) and freshness guarantees for all served data assets. Build and maintain monitoring, alerting, and observability systems. Lead incident response, on-call processes, and post-incident reviews. Own the operational rhythm of the warehouse in production. When something critical breaks, a metric degrades, or a governance control gaps, you raise it with context and a recommended action.
- Stakeholder & Ingestion Management: Manage the interface between the warehouse and its consumers: BI, Applied AI, Governance, and business units. You will translate requirements, push back on bad requests, and own the structured path by which business units bring data into the warehouse: how ingestion is requested, what standards the data must meet, and how source changes are managed.
- Governance Architecture: Design and maintain the governed core: data catalog, lineage, metadata management, master data, reference data, and data quality frameworks. Own access-control policy, classification, and the governance gate that assets pass through before going live.
- Compliance & Security: Own the compliance posture: PDPA adherence, data classification, consent management, residency rules, retention policy, and right-to-erasure processes. Define the obligations and enforce them.
- Governance Evidence Workflow: Build and operate the workflow that produces evidence that controls are operating, in support of BNM RMiT, PDPA, and internal audit requirements. Not a compliance function. An operational workflow that generates producible evidence as a byproduct of running the warehouse well. Maintain the control register, close gaps, escalate blockers.
- FinOps & Cost Governance: Track and report cost-per-asset. Implement storage tiering, compute chargeback/showback, and unit-economics reporting. Gate asset retirement on cost-to-consumer as well as reuse metrics. Ensure growth never becomes liability.
- Standardization & Method: Own the standardization method: layering rules, naming conventions, modeling standards, and design patterns that all data assets must conform to. Chair the standards forum; ratify or amend proposals from the Build team. Ensure the method stays coherent as the warehouse scales.
- Function Representation: Own the governance/trust narrative that justifies continued investment in the platform. You will report on operational health, compliance posture, and cost metrics at leadership reviews, and champion the case for the warehouse as a governed, reusable asset.
- Lifecycle Ownership: Own the full lifecycle of every data asset: from requirements and design through build, deployment, operation, maintenance, and retirement. You will define the definition of done gate criteria jointly with the Data Warehouse Lead, and ensure nothing enters production without an owner, an SLA, and a cost model.
Role Requirements:
- Experience: 7+ years in Data Engineering, Data Operations, or Data Governance, with at least 3 years operating production data platforms and leading people.
- Warehouse Operations: You have operated a data warehouse at scale. Not built it and moved on. Operated it day-to-day in production. You know what healthy looks like and what drifting looks like. You have managed pipelines, handled incidents, and kept a large-scale platform running under real load.
- Detection Mindset: You notice when numbers move. You investigate without being told. You design detection based on what could break. If a downstream team finds a data issue before your monitoring catches it, you treat that as a personal failure.
- Governance & Compliance: Hands-on experience implementing data governance as automated policy: access controls, PII masking, retention, lineage, and catalog. Working knowledge of PDPA/GDPR and data residency requirements.
- Data Quality: Experience designing and running data quality frameworks: completeness, accuracy, consistency, timeliness checks, reconciliation, and root-cause analysis.
- Cloud Platform: Deep experience operating cloud data platforms: orchestration, compute tuning, storage lifecycle.
- FinOps: Demonstrated experience with cloud cost management: chargeback, tiering, right-sizing, and cost-per-unit reporting.
- Data Modeling Literacy: Strong understanding of dimensional modeling (Kimball, Star Schema) and warehouse layering (ODS / DWD / DIM / DWS / ADS). Able to assess whether an asset is well-built and challenge the build team when it is not.
- Leadership & Communication: Ability to lead a function, manage a lead-level report, and communicate operational health and trust narratives to non-technical executives.
- Language Proficiency: Expert proficiency in at least one major language: Python, Java, Scala, or JavaScript/TypeScript. SQL fluency assumed.
- Cloud data warehouse experience at the platform level (Snowflake, BigQuery, Redshift, Databricks). The concepts transfer; the specific platform is learnable.
- Experience in a regulated environment (banking, fintech, telco, e-money). You understand that produce the evidence is a real operational requirement, not a bureaucratic annoyance.
