Job Purpose
Design and implement HSE systems to meet regulatory and industry standards while strengthening workplace safety and health performance.
Improve HSE processes through continuous evaluation and corrective actions to maintain a safe, compliant, and well-managed environment.
Responsibilities
1. Drive regulatory compliance with OSHA, EQA, ISO 45001, ISO 14001, PTW, and HRP by liaising with DOSH, BOMBA, and other authorities and updating policies based on regulatory findings.
2. Advise management and the HSE Committee on safety trends, legal updates, and hazard control measures, and implement corporate HSE initiatives across departments.
3. Lead incident investigations, conduct root-cause analysis, prepare formal reports, and verify the effectiveness of corrective and preventive actions.
4. Develop and execute audit and inspection programs, including HIRARC reviews, mitigation assessments, and verification of safety and firefighting equipment readiness.
5. Deliver HSE training, drills, and awareness programs as a Subject Matter Expert (fire, first aid, chemical spill, and equipment handling), and audit waste management compliance.
6. Manage cleanliness, landscaping, pest control, and housekeeping operations by identifying daily safety issues and implementing mitigation measures.
7. Maintain emergency readiness, strengthen ERT effectiveness, and operate safely under high-risk or elevated work conditions.
8. Lead and develop HSE, Housekeeping, and ERT teams by assigning duties, monitoring performance, and building operational discipline.
9. Oversee contractor HSE compliance for plant expansions and major projects while driving stakeholder alignment and safety culture across the organization.
10. Execute additional HSE-related duties assigned by the superior, including participation in audits, corporate initiatives, and cross-functional projects.
Qualification and Experience
1. Bachelor's Degree in Occupational Safety and Health or a related field.
2. Minimum 11 years of HSE experience, including at least 3 years in a managerial or supervisory capacity.
3. Technical knowledge of HSE regulations and ISO standards, including audit governance, risk assessment, and incident investigation.
4. Competence in emergency response, crisis preparedness, and contractor/project safety management.
5. Experience in HSE training, competency development, and strategic safety planning across operations.
6. DOSH Green Book certified; CePSWAM competency is preferred.
