Job Purpose
Responsible for leading, managing, and ensuring the safe, reliable, and efficient operation, maintenance, and performance of all Power systems within RTS Operations Pte.Ltd. This role plays a pivotal part in supporting RTSO's mission to enable seamless cross-border rapid rail transit, ensuring the safe, reliable, and customer-centric transportation experience that strengthens connectivity and empowers economic growth between Malaysia and Singapore.
Key Accountabilities
Leadership & Strategic Direction
- Lead and manage the Power function under the Engineering Division, aligning with RTSO's vision of becoming the world's leading model for seamless, reliable, and customer-centric cross-border solutions.
- Develop and implement strategies for long-term reliability, efficiency, and sustainability of power systems.
Power Systems Management
- Oversee the design, operation, testing, commissioning, and maintenance of traction and non-traction power systems (including substations, third rail systems, UPS, and auxiliary power).
- Ensure compliance with safety, regulatory, and statutory requirements in both Malaysia and Singapore.
- Manage energy supply contracts, optimizing cost efficiency and system reliability.
Automatic Face Collection (AFC) System Management
- Oversee the design, operation, testing, commissioning, and maintenance of AFC systems (gates, Ticket Vending Machine (TVM), Passenger Service Machine, Station computer, mobile application, back-office systems).
- Ensure system availability, reliability, and performance meet established KPIs and service levels.
- Manage incident response, troubleshooting, and root cause analysis for AFC failures.
Engineering & Technical Excellence
- Provide subject matter expertise in power systems, ensuring application of industry best practices, engineering standards, and emerging technologies.
- Drive engineering reviews, technical audits, and continuous improvement programs to enhance reliability and resilience of systems.
Safety, Risk & Compliance
- Ensure power systems meet operational safety requirements, with proactive risk management and mitigation strategies.
- Maintain compliance with relevant international standards (e.g., IEC, EN, IEEE), local authority requirements, and cross-border regulatory frameworks.
Operational Readiness & Maintenance
- Develop and implement preventive and predictive maintenance strategies to maximize asset lifecycle and minimize downtime.
- Lead root cause analysis and corrective action planning for power-related incidents and failures.
- Ensure operational readiness and resilience to support seamless cross-border transit services.
Project Delivery & Integration
- Support system integration, testing, and commissioning of power assets during project phases leading up to RTS Link service commencement.
- Collaborate with contractors, consultants, and regulatory authorities to ensure smooth transition from project to operations.
Financial & Resource Management
- Manage budgets for the Power function, including cost planning, forecasting, and expenditure control.
- Optimize resource allocation, vendor management, and energy usage for efficiency and cost-effectiveness.
People Management & Capability Building
- Lead, mentor, and develop a team of engineers and technical specialists within the Power function.
- Build capabilities through training, knowledge transfer, and continuous learning to ensure world-class technical excellence.
Stakeholder Engagement
- Collaborate with internal stakeholders (Systems, Rolling Stock & P-Way, Depot functions) for integrated engineering performance.
- Engage external stakeholders (SMRT, authorities, regulators, energy providers) to align on cross-border operational and compliance requirements.
Innovation & Sustainability
- Champion innovation and adoption of sustainable technologies in power systems to support RTSO's environmental and efficiency goals.
- Drive digitalization, automation, and smart monitoring systems to improve asset performance and customer service reliability.
Qualifications, Skills & Knowledge
- Bachelor's degree in Electrical Engineering, Power Systems or an equivalent.
- Professional Engineer (PE) registration is an advantage.
- Minimum 10 years of experience in power systems engineering within rail, metro, or heavy infrastructure projects. At least 5 years in a managerial/leadership role.
- Strong expertise in traction power systems, substations, and electrical distribution.
- Proven track record in O&M management of large-scale power systems.
- Risk management and safety leadership capabilities.
- Excellent project management, vendor management, and contract administration skills.
- Proficiency in SCADA, traction power control, and electrical protection systems.
- Familiarity with power system modeling, reliability analysis, and energy optimization tools.
- Knowledge of predictive maintenance technologies and smart grid solutions.
