Job Description

ROLE OVERVIEW

This role is responsible for supporting and managing the organisation's regulatory across the organization, ensuring adherence to applicable regulatory requirements, industry standards, and internal policies and procedures within a regulated financial data and credit reporting environment.

The role supports the Head of Compliance in overseeing regulatory compliance, product compliance risk assessment,compliance monitoring & testing particularly on regulations/frameworks that governs credit reporting. The role is also responsible to ensure all other regulatory requirements by Credit Reporting Agencies Act 2010, the Personal Data Protection Act 2010, and other relevant regulatory requirements and industry guidelines issued by regulators such as Bank Negara Malaysia are adhered to.

The role is also responsible in driving the compliance culture i.e driving optimization/automation on compliance related projects,process enhancements, mitigatation plans on regulatory risk, strengthening the organisation's overall compliance maturity, resilience for audit readiness.

KEY RESPONSIBILITIES

Regulatory Licensing, Relationships, Assurance & Oversight

  • Support & manage regulatory queries with relevant authorities, including the CRA Registrar and Bank Negara Malaysia.
  • Provide overall oversight of compliance with key regulatory frameworks, including, but not limited to CRA Act, PDPA, BNM guidelines, ABAC requirements and all other applicable regulatory and industry standards.
  • Perform reviews to ensure regulatory and compliance requirements are embedded into business processes, products, data usage models, and third‑party arrangements.
  • Drive & coach Stakeholders to perform the Gap Analysis exercise as per the regulatory requirements & review the responses accordingly
  • Propose judgements on material compliance issues, escalations, and risk trade‑offs.

Policies, Procedures & Control Frameworks

  • Ensure all relevant key policies and procedures are established, reviewed, and maintained across all business units.
  • Validate that policies and procedures are adequate, current, and fit‑for‑purpose, with particular focus on critical and material business processes, regulatory and customer‑impacting activities.
  • Ensure no critical business process operates without documented and approved policies and procedures. Provide value-added recommendations to address internal control weaknesses, ensuring all identified issues are monitored and remediated promptly
  • Drive alignment and consistency of policy and procedure standards across the organisation.
  • Furnish periodic status for various Management Reporting Forums/Committees/Board

Governance & Management Reporting

  • Support & develop the compliance reports, dashboards, and regulatory trackers.
  • Provide clear, risk‑based compliance updates to Senior Management including KRI Reporting, regulatory developments, compliance breaches and incidents (if any), compliance risk assessments, compliance testing outcomes and remediation progress, and emerging compliance risks and trends.
  • Maintain Regulatory Register – Letters from Regulators & Product Compliance Risk Assessments Register i.e Letters Submitted to Regulators

Incident Management

  • Lead investigations into compliance-related breaches, ensure proper documentation and reporting to various Management Committee & regulatory authorities as required.

Compliance Monitoring & Testing

  • Design the framework & methodology on compliance testing approach for the Group.
  • Conduct Group Wide testing particularly on Policy & Procedures. Responsible for planning, execution & finalizing the compliance testing assignments :
  1. To develop & execute the review plan for compliance testing purpose
  2. To prepare compliance testing reports with deep dive analysis i.e root cause, rectifications, mitigation plans,etc
  3. To follow-up on the action plans committed by Business Units for the observations/gaps noted

Compliance Awareness & Change Management

  • Inculcate strong compliance culture within the organization via various initiatives i.e Newsletters, E-Flyers, Compliance Week, Training/Briefing/Fire Side Chats, etc

People Leadership & Cross‑BU Collaboration

  • Stakeholder Engagement: Proactively Lead, Coach & Collaborate with internal stakeholders such as Product,Key Account Managers, Legal, IT, Data, Operations, and External Regulators or Auditors to maintain a seamless reporting/compliance process and timely resolution of audit/compliance-related issues

Others/Ad-Hoc Assignments

  • Perform any other ad-hoc tasks or duties as required of the Department or instructed by the Chief Risk and Compliance Officer/ HOD.

WHAT DOES IT TAKE TO BE SUCCESSFUL

Qualifications

  • Bachelor's Degree in Law/Business Administration/Economics or related fields.
  • Professional certification in compliance, risk management, or governance is an advantage

Work Experience

  • 8 + years of relevant working experience in the financial industry/fintech/credit reporting agencies or other regulated industries
  • 1.5 & 2 LOD Exposure from FI, regulatory compliance exposure and/or process improvement environment.
  • Experienced in managing regulatory frameworks,compliance testing & reporting and compliance culture programmes
  • Experienced in engaging with regulators and supporting regulatory inspections or audits

Skills & Competencies

  • Strong leadership, excellent communication & interpersonal skills with the ability to manage multiple stakeholders and priorities for effective collaboration across the organization.
  • Attention to details, critical and analytical thinker with the ability to interpret complex regulations
  • Experienced in dealing with regulatory bodies is an advantage.
  • Ability to work independently and manage multiple priorities in a fast-paced environment
  • High integrity with strong governance and risk awareness
  • Experienced in Policy & Service Operating Procedures (SOP) development, Management Reporting & Presentation and Change Management activities
