In this position, you will play a key role in leading the Performance & Reward Function by focusing on the implementation of Human Resource programs particularly in the areas of compensation & benefits, shifts in benefit trends, pay equity and legislative changes, with the aim to cultivate performance driven-culture that best supports BOCM's business and growth strategies.
What you'll be doing
Compensation & Benefits (C&B)
- Ensure that BOCM's C&B framework is adequately competitive by participating in various salary & benefits surveys and other means of sharing/networking.
- Assist in the preparation of Bonus and Increment Listings in tandem with the Annual Bonus & Salary Increment Exercise and ensure that information provided is accurate and updated.
- Handle BOCM's employee benefits program, notably its life/health insurance, medical coverage, leave utilization, etc. Prepare annual personnel/business expenses budget and monitor the utilization to ensure that expenses are within the approved budget.
- Oversee the processing of payroll function and observe for accuracy, completion of appropriate documentations and submission of payment/reports in compliance with the statutory/regulatory requirements. Supervise the preparation of annual returns for E Form, expatriate staff's BE Form and EA Form for submission to Inland Revenue Board.
Performance Management
- Execute all aspects of BOCM's Performance Management Framework in line with regional timeline, including objective setting, mid-year review, as well as year-end appraisals. Consolidate feedback and performance scores, as well as recommendations for both promotions and training needs.
- Ensure that all performance reviews (probationary, extension of probationary, performance improvement plan, annual) are carried out timely and fairly.
- Coordinate the 360 performance assessment and prepare the relevant reports for Management use
Human Resource Information System (HRIS)
- Direct the enhancement of HRIS and Employee Self-Service (ESS) functions within i-Payroll (HR2000) in reducing time spent on administrative work resulting in the redeployment of efforts to higher value tasks, decision support and employee career development.
- Manage group level and local level HRIS as an Administrator according to guidelines set, including the review of system users, system audit trail, parameter setting, etc.
HR Services
- Assist in the preparation of proposal papers for submission to Management in accordance with the required format and within stipulated time frame.
- Supervise the preparation and submission of statistical reports to both internal/external stakeholders in line with acceptable quality and within required timeframe and authorization.
- Streamline/Improvise on HR policies/procedures in ensuring consistent interpretation and application throughout BOCM in accordance with regional practices.
- Supervise and ensure that Job Descriptions are updated from time to time based on staff movement to ensure that all employees are aware of their job scope and the expectations of the Management on their deliverables.
- Attend to the updating of Bank's Authorized Signatory Book and ensure timely circulation to all correspondent banks.
- Monitor and administer BOCM's contributions to Staff Training Fund (STF) and verify the accuracy of information provided by other financial institutions.
Staff Management Function
- Coach, guide and supervise the work of junior staff in the department.
- Monitor staff performance and recommend for the appropriate award, increment, promotion or disciplinary action accordingly in accordance with the level of performance of the staff.
- Ensure optimal utilization of manpower resources within the department to main the desired level of staff productivity and contributions at all times.
Others
- Keep abreast of the provision and changes in the Statutory requirements, Head Office Policies and Bank Negara Malaysia's Guidelines to ensure due compliance in all aspects of human resources and administration.
- Adhere to the policies, procedures and guidelines listed in the Anti-Money Laundering and Counter Financing of Terrorism Operations Manual, as well as all other operating policies/procedures and regulatory rules at all times.
- Act as Compliance Officer of HRA Department, conduct departmental function self assessment periodically and recommend rectification measures on operational gaps identified.
- Perform any other functions as assigned by Management from time to time.
What we're looking for
- Bachelor's degree in Human Resources, Business Administration, Finance, or a related discipline
- Minimum 10 years of professional experience in compensation and benefits management, with at least 3-4 years in a leadership or supervisory capacity
- Strong knowledge of salary benchmarking, job evaluation, mobility taxation, compensation structure and benefits administration. Payroll and HR system's experience.
- Experience in developing and administering performance management framework (eg KPI, Balanced Scorecard)
- Familiarity with Malaysian Employment Act, EPF, SOCSO, EIS and income tax regulations
- Strong team leadership capabilities with experience in coaching, mentoring, and developing high-performing teams
- Excellent communication and stakeholder management skills, capable of liaising effectively with executives, employees, and external partners
- Strong analytical skills and proficiency in Excel and HRIS
- Well-versed in English and Mandarin
