Plant Engineer – ICP Lumut Factory

Location: Lumut, Perak

Role Description

The Plant Engineer is responsible for supporting the safe, efficient, reliable and cost-effective operation of ICP Lumut Factory.

The role involves monitoring production processes, coordinating plant maintenance, troubleshooting equipment and process abnormalities, analysing operational data and implementing corrective and preventive actions to minimise downtime.

The Plant Engineer will work closely with Production, Maintenance, Quality, HSE, Store and Delivery teams, as well as external contractors and suppliers. The role will also support continuous improvement, cost optimisation, automation, digitalisation and plant development projects.

Job Purpose

To improve plant performance by ensuring reliable equipment, stable production processes, consistent product quality, safe working practices and effective utilisation of manpower, materials and other operational resources.

Key Responsibilities1. Production Operations

Monitor daily production activities to achieve output, quality and delivery targets.
Ensure proper control of batching, PC bar and cage preparation, prestressing, casting, spinning, curing, demoulding and pile-handling processes.
Identify and resolve production bottlenecks, delays, downtime and process abnormalities.
Coordinate manpower, machinery, moulds and materials according to the production plan.
Work closely with relevant departments to maintain smooth and uninterrupted plant operations.

2. Plant Maintenance and Reliability

Plan and coordinate preventive, predictive and corrective maintenance activities.
Respond to machinery breakdowns and restore operations safely and promptly.
Conduct root-cause analysis for recurring failures and implement permanent corrective actions.
Monitor critical spare parts and maintain appropriate minimum stock levels.
Ensure machinery, lifting equipment, utilities and plant facilities are properly maintained.
Improve equipment availability, reliability and overall plant performance.

3. Quality Control

Ensure production processes comply with approved specifications, SOPs, QMS requirements and customer standards.
Monitor critical process parameters and product quality throughout the manufacturing process.
Investigate defects, non-conformances and customer complaints together with the Quality team.
Implement corrective and preventive actions to reduce rejection, repair, rework and material wastage.
Support internal and external quality audits.

4. Health, Safety and Environment

Enforce safe working procedures, PPE compliance, good housekeeping and 5S standards.
Participate in risk assessments, workplace inspections, safety briefings and incident investigations.
Ensure proper implementation of Lockout/Tagout, Permit-to-Work and machine-guarding requirements.
Monitor contractors to ensure compliance with plant safety requirements.
Promote environmental compliance, waste reduction and efficient use of energy and resources.

5. Continuous Improvement

Lead or participate in Lean Six Sigma, Kaizen, 5S and cost-saving initiatives.
Improve productivity, equipment reliability, cycle time and process capability.
Reduce downtime, material wastage, energy consumption, labour cost and production cost per tonne.
Identify opportunities for automation, digitalisation and process optimisation.
Use structured problem-solving methods to address recurring operational issues.

6. Projects and CAPEX

Prepare technical specifications, cost estimates and justifications for plant improvement projects.
Review technical proposals and quotations from suppliers and contractors.
Coordinate contractors, suppliers and internal departments during installation and modification works.
Supervise the testing, commissioning and handover of new machinery and systems.
Ensure projects are completed safely, within budget and according to the agreed schedule and specifications.

7. Performance Monitoring and Reporting

Monitor production and maintenance KPIs, including output, productivity, downtime, equipment availability, OEE, rejection, repair and cost per tonne.
Analyse operational data to identify trends, gaps and improvement opportunities.
Prepare daily, weekly and monthly plant performance reports.
Maintain accurate equipment history, maintenance records, drawings and technical documentation.
Present findings and recommended actions to plant management.

8. People Development

Provide technical guidance to technicians, supervisors and operators.
Conduct training on machinery operation, maintenance, troubleshooting and SOP compliance.
Develop employees technical competency and problem-solving capabilities.
Encourage employee ownership, teamwork and continuous improvement participation.
Promote effective communication among Production, Maintenance, Quality, HSE, Store and Delivery teams.

9. Cost and Resource Management

Monitor the usage of raw materials, consumables, utilities, spare parts and external services.
Assist in preparing operational, maintenance and project budgets.
Support quotation evaluation, PR/PO preparation and contractor management.
Identify cost-saving opportunities without compromising safety, quality, reliability or productivity.
Monitor project expenditure and verify the benefits achieved from improvement initiatives.

10. Other Responsibilities

Support internal, customer, certification and regulatory audits.
Assist the Factory Manager in achieving the plant's operational and business objectives.
Maintain compliance with applicable company policies and regulatory requirements.
Perform other engineering and operational duties assigned by management.

Qualifications and Competencies

Bachelor's degree in Mechanical, Electrical, Mechatronics, Manufacturing, Industrial or a related engineering discipline.
Experience in precast concrete, heavy manufacturing or a related industrial environment is an advantage.
Good knowledge of machinery, preventive maintenance and equipment troubleshooting.
Familiarity with root-cause analysis, Lean Manufacturing, Six Sigma, Kaizen and 5S principles.
Strong analytical, problem-solving and project-management skills.
Good communication, teamwork and stakeholder-management abilities.
Proficiency in Microsoft Office; knowledge of SAP, AutoCAD or other engineering software is an advantage.
Willingness to work in a plant environment and respond to urgent operational requirements when necessary.
