The Company

Our client is a diversified industrial group with significant operations and investments across the Energy, Oil & Gas, Refinery, and related infrastructure sectors in Myanmar. As the organization continues to expand its operations and execute major capital projects, it is seeking an experienced Procurement Director to strengthen procurement governance, commercial performance, and strategic sourcing capabilities across the group.

The Position

The Procurement Director will lead the overall procurement, strategic sourcing, contracts, and supply chain function, ensuring the effective delivery of procurement activities across both operational and project environments. The role will be responsible for developing procurement strategies, establishing robust governance frameworks, optimizing supplier performance, and driving commercial value across major CAPEX and OPEX expenditures.

Working closely with senior management, engineering, project, operations, finance, and technical teams, the successful candidate will oversee procurement planning for large-scale Energy, Oil & Gas, Refinery, Petrochemical, and EPC projects. The role will manage complex tendering processes, commercial negotiations, contract administration, supplier qualification, and vendor performance while ensuring procurement activities support project schedules, cost objectives, quality standards, and compliance requirements.

The position will also play a key role in building strategic relationships with international contractors, EPC partners, OEMs, suppliers, and service providers, while leading procurement transformation initiatives, strengthening procurement systems, improving governance, and developing a high-performing procurement organization.

The Person

The successful candidate is likely to possess at least 15–20 years of progressive procurement leadership experience, with a strong track record in Oil & Gas, Energy, Refinery, Petrochemical, EPC, or other heavy industrial sectors.

Candidates should demonstrate extensive experience in strategic sourcing, contracts management, procurement governance, supply chain management, and commercial negotiations. Proven success managing large-scale project procurement, including both CAPEX and OPEX procurement, together with supplier development, contractor management, and procurement risk management, will be essential.

The ideal candidate will have substantial experience working with international stakeholders, EPC contractors, engineering consultants, OEMs, and global suppliers, supported by excellent commercial judgment, vendor management capabilities, and strong negotiation skills. Experience leading procurement transformation, implementing procurement best practices, and developing high-performing procurement teams within complex industrial organizations will be highly regarded.

Preference will be given to candidates with direct exposure to Oil & Gas, Energy, Refinery, Petrochemical, or EPC operations and projects, particularly those who have successfully led procurement functions supporting large-scale industrial developments and operational assets.
