JOB SUMMARY
The Project Management Services (PMS) role is responsible for providing project governance, standards, and operational support to enable the successful delivery of the enterprise project portfolio. The role supports Project Managers and stakeholders by ensuring consistent project management practices, maintaining governance frameworks, coordinating portfolio reporting, and driving compliance with established methodologies.
In addition to providing project management services, there may be events necessary for the role to be involved in the execution and delivery of assigned projects as required, taking accountability for end-to-end project delivery activities, including planning, execution oversight, stakeholder management, risk and issue management, and delivery outcomes.
The PMS role is accountable for ensuring the quality, consistency, and effectiveness of project management practices across multiple initiatives. Through a combination of governance oversight and hands-on project execution, the role enables effective delivery through strong project controls, reporting, risk management, financial tracking, stakeholder alignment, and continuous improvement of project management practices.
RESPONSIBILITIES
- Provide project management services and governance support across the enterprise project portfolio.
- Maintain and continuously improve project management standards, templates, and best practices.
- Coordinate project governance activities, including project health checks, stage gate reviews, and compliance assessments.
- Consolidate and report portfolio status, project progress, financials, risks, issues, and key performance indicators (KPIs) to management.
- Maintain project documentation, repositories, dashboards, and reporting tools to ensure information accuracy and consistency.
- Facilitate portfolio planning, governance meetings, steering committee reporting, and project reviews.
- Track project budgets, forecasts, and expenditure, and prepare consolidated portfolio reports.
- Administer and maintain project registers, and governance artefacts.
- Support Project Managers in applying enterprise project management standards and resolving governance-related matters.
- Identify opportunities to improve project management processes, reporting, automation, and operational efficiency.
SKILLS & QUALIFICATIONS
- Malaysian citizen
- Passed the Malay Language (including oral test) at Sijil Pelajaran Malaysia (SPM) level.
- Bachelor's degree in Project Management, Information Technology, Computer Science, Engineering, or a related discipline.
- Minimum 4 - 7 years relevant experience in Project Management Office (PMO), Project Management Services, Portfolio Management, or project governance roles.
- Professional certification in project management or PMO disciplines is preferred, such as: Project Management Professional (PMP), PRINCE2 Practitioner, Certified associate in project management (CAPM), Agile/Scrum certification, PMO certification or equivalent.
- Experience in establishing or enhancing PMS (Project Management Services) operating models, governance frameworks, and project management best practices.
- Experience supporting project-level reporting, portfolio dashboards, and project steering committee governance.
- Experience in a large enterprise or complex multi-project environment.
- Demonstrated experience supporting enterprise-scale technology, digital transformation, or IT transformation programmes.
- Strong knowledge and practical application of project governance frameworks, project controls, reporting standards, risk management, and portfolio management practices.
- Experience working with project management methodologies including waterfall, Agile, or hybrid delivery approaches.
- Proficiency in project management and reporting tools including project planning, reporting, documentation, and collaboration platforms (e.g., MS Project, Jira, Confluence, Power BI or equivalent).
