Job Description

Position : Project Director

Company: Citaglobal Environment Management Sdn Bhd

Reports To : Chief Executive Officer (CEO)

Location : Kuala Lumpur

Position Summary

The Project Director is responsible for leading the planning, execution, commissioning and operation of the Company's renewable energy and environmental infrastructure projects. This role oversees the entire project lifecycle, ensuring projects are delivered safely, on schedule, within budget and meet the required technical, commercial and regulatory standards.

The Director is also responsible for establishing operational excellence across all operating assets, driving continuous improvement, maximizing plant availability and ensuring sustainable long-term profitability.

KEY RESPONSIBILITIES

1. Project Development & Execution

  • Lead the execution of all approved projects from engineering design through commissioning and commercial operation.
  • Develop project execution plans, schedules, budgets, and resource plans.
  • Coordinate engineering, procurement, construction, commissioning, and handover activities.
  • Ensure projects are delivered on time, within budget, and according to quality requirements.
  • Identify project risks and implement mitigation strategies.
  • Manage contractors, consultants, EPC contractors, and equipment suppliers.
  • Oversee project reporting to Management and the Board.

2. Operations Management

  • Establish and manage efficient plant operations across all operating assets.
  • Ensure maximum plant reliability, availability, and operational efficiency.
  • Develop operational procedures, KPIs, and performance monitoring systems.
  • Drive preventive and predictive maintenance programmes.
  • Lead continuous improvement initiatives to enhance productivity and reduce operating costs.
  • Ensure all plants comply with environmental, safety, and statutory requirements.

3. Engineering & Technical Leadership

  • Provide technical leadership on process optimization and plant performance.
  • Review engineering designs, technical specifications, and equipment selection.
  • Evaluate new technologies and recommend improvements.
  • Lead troubleshooting of major technical issues.
  • Ensure engineering standards and best practices are consistently applied.

4. Health, Safety, Environment & Quality (HSEQ)

  • Promote a strong safety culture throughout the organisation.
  • Ensure compliance with OSHA, DOE, DOSH, Energy Commission, and all applicable regulations.
  • Implement HSE management systems and emergency response procedures.
  • Ensure compliance with ISO standards where applicable.
  • Lead incident investigations and corrective actions.

5. Commercial & Stakeholder Management

  • Support commercial negotiations by providing technical and operational input.
  • Work closely with customers, government agencies, financiers, utilities, and strategic partners.
  • Support due diligence exercises for financing and investment activities.
  • Participate in project presentations to investors and stakeholders.

6. Financial Management

  • Prepare annual operating and capital expenditure budgets.
  • Monitor project cash flow and cost performance.
  • Approve project expenditures within delegated authority.
  • Drive operational cost optimisation and productivity improvements.
  • Ensure projects achieve targeted financial returns.

7. Team Leadership

  • Build, mentor, and develop high-performing engineering and operations teams.
  • Establish clear KPIs and performance management systems.
  • Develop succession plans and technical competency programmes.
  • Foster a culture of accountability, innovation, collaboration, and continuous learning.

JOB SPECIFICATIONS

Qualifications & Experience:

  • Bachelor's or master's degree in engineering (Environmental, Chemical, Mechanical, Electrical, or related fields).
  • Minimum 10 years of experience in energy, renewable energy, or process plant projects.
  • Strong technical knowledge in biogas/biomass/WTE, EPC management and plant commissioning.
  • Proven track record in leading projects from initiation to completion.
