Role Description The Regional Human Resources Manager is a full-time, on-site role based in Johor Bahru. This role is responsible for overseeing HR operations across the region, including workforce planning, talent acquisition, onboarding, performance management, and employee relations. The Regional Human Resources Manager will develop and implement HR policies and procedures that align with local regulations and Aetosky's global standards, while supporting leaders with guidance on organizational development and change management. Day-to-day work includes partnering with managers on recruitment plans, conducting interviews, managing compensation and benefits processes, handling employee queries, and coordinating learning and development initiatives. The role also involves tracking HR metrics, leading compliance and audit activities, and fostering an inclusive, high-performance culture that supports Aetosky's mission.
Key Responsibilities
Shared Services Delivery
• Lead day-to-day operation of the HR shared services function from the Johor Bahru extended HQ, serving group entities across multiple countries.
• Standardise HR processes, service level agreements, and case management practices across the region while allowing for required local variation.
• Act as the primary escalation point for regional HR queries that cannot be resolved at the local entity level.
• Monitor service quality, turnaround times, and employee/manager satisfaction with HR shared services, and drive continuous improvement.
Regional & Group HR Programs
• Roll out group HR policies, frameworks, and initiatives (e.g., performance management, compensation review cycles, engagement surveys) consistently across all covered countries.
• Partner with local HR representatives or business leads in each country to ensure group programs are implemented on schedule and in a locally appropriate manner.
• Support workforce planning and organisational design initiatives at a group level, working with business leaders to align headcount and structure with strategic priorities.
• Coordinate onboarding, offboarding, and internal mobility processes for employees moving between group entities or countries.
Employee Relations & Compliance
• Ensure HR practices and employment documentation comply with local labour law in each country of operation, working with external legal counsel where required.
• Manage complex or sensitive employee relations matters that span multiple entities, escalating to the Group CHRO / Head of Group HR as needed.
• Maintain group-wide HR policy documentation and ensure policies are reviewed and updated in line with regulatory changes across the region.
• Support internal and external audits related to HR compliance across the group.
Talent, Culture & Workforce Planning
• Support group-level talent acquisition strategy, particularly for cross-border and specialist roles.
• Contribute to succession planning and talent review processes for key positions across the region.
• Champion a consistent group culture and employee experience while respecting local norms and practices in each country.
• Support learning and development initiatives that are deployed on a group-wide basis.
HRIS, Reporting & Stakeholder Management
• Own regional HR data integrity within the group HRIS, and produce accurate, timely reporting for group leadership.
• Provide HR metrics and insights (headcount, attrition, time-to-hire, engagement) to support group and entity-level decision-making.
• Build strong working relationships with entity leaders, functional heads, and external partners (e.g., statutory bodies, payroll providers) across the region.
• Represent Group HR in cross-functional and regional leadership discussions, and act as a trusted advisor to local management teams.
Requirements
Experience & Qualifications
• Bachelor's degree in Human Resources, Business Administration, or a related field; relevant HR certification (e.g., CIPD, SHRM) is an advantage.
• Minimum 8 years of progressive HR experience, including at least 3 years in a regional, multi-country, or shared services HR role.
• Demonstrated experience supporting HR operations across more than one country, ideally within Asia Pacific and/or the Gulf.
• Prior experience in a shared services or centre-of-excellence HR operating model is strongly preferred.
• Experience in a technology, defence, intelligence, or other security-conscious industry is an advantage given the sensitivity of Aetosky's work; discretion and confidentiality are essential.
Skills & Competencies
• Strong working knowledge of employment law fundamentals across multiple jurisdictions, or demonstrated ability to quickly build this knowledge.
• Excellent stakeholder management skills, with the ability to influence leaders across different countries and cultures.
• Comfortable operating with a high degree of autonomy while maintaining alignment with group policy and standards.
• Strong organisational and process-design skills, with a track record of standardising or improving HR service delivery.
• Proficiency with HRIS platforms and HR reporting/analytics tools.
• Clear, professional communication skills in English; additional regional languages are an advantage.
• High personal discretion and integrity, given the sensitive and operationally confidential nature of Aetosky's client engagements.
