Job Purpose:
To support the Head of Compliance & Governance in executing MDV's independent second-line Compliance, Governance & Integrity function. This includes implementing and enhancing compliance and governance frameworks, monitoring compliance risks, providing advisory support and independent challenge, coordinating Board and regulatory reporting, and driving integrity, Anti-Bribery Management System (ABMS), Whistleblowing Management System (WBMS), AML/CFT, and data protection initiatives across MDV.
Job Description:
- Execute and maintain Compliance, Governance & Integrity frameworks, policies, SOPs, registers, dashboards and controls.
- Identify, assess and monitor compliance risks; conduct desktop compliance reviews and track corrective actions to closure.
- Monitor applicable laws, regulations, BNM/Shariah requirements and internal policies, and provide practical compliance/governance advisory to business units.
- Prepare high-quality papers, reports, dashboards and presentations for Management, BRMC, BAC and the Board, and coordinate external/IGU reporting to relevant ministries and regulators.
- Support integrity and anti-bribery/anti-corruption programmes including FCRA, conflict-of-interest, No Gift and awareness initiatives.
- Support administration of the whistleblowing framework, preliminary assessment/reporting and coordination with Internal Audit for investigations and case resolution.
- Drive and maintain ISO 37001 ABMS and ISO 37002 WBMS requirements, audit evidence, corrective actions and continual improvement.
- Develop/review governance frameworks, policies and procedures, governance reporting architecture and Three Lines of Defence implementation.
- Coordinate with the Shariah Compliance Unit for integrated Shariah oversight and reporting under CGD.
- Deliver compliance/integrity awareness and training; monitor compliance metrics and culture indicators.
- Maintain complete records and evidence, manage stakeholder/regulator liaison, and execute special assignments directed by the Head of CGD.
- Produce professional analytical outputs using MS Excel, PowerPoint, Word and Canva, with clear recommendations and forward-looking insights.
Requirements:
- Possess a minimum of Bachelor's Degree in any field, or any other equivalent credential.
- Minimum 8 years experience in Compliance, Governance, and/or Integrity, preferably within a Financial Institution, Government-Linked Company or related regulatory environment.
- Possession of Compliance / Governance / Risk / Integrity certification (e.g. ICA, MAICSA/CGI, CeIO or ISO) is an added advantage.
- Required Knowledge: Applicable laws and regulatory requirements; corporate governance and Three Lines of Defence; compliance risk and monitoring; MACC Act / Section 17A, ABAC and integrity; whistleblowing; AML/CFT; PDPA; applicable BNM/Shariah requirements; policy and control frameworks.
- Required Skills: Strong Board/Management paper and report writing; policy/SOP drafting; compliance monitoring and analytical review; critical thinking and problem solving; stakeholder/regulator engagement; project management; advanced MS Word, PowerPoint and Excel; Canva/dashboard presentation skills.
- High integrity and sound judgement; proactive and forward-thinking; analytical and detail-oriented; firm, tactful and able to assert authority; independent, accountable, resilient, collaborative and able to manage multiple priorities with minimal supervision.
