Job Description

Job Summary

To coordinate and deliver MCMC's risk advocacy, capability-building and adoption programmes, strengthening practical risk ownership, risk-informed decision-making and consistent application of MCMC's approved risk governance instruments across the organisation.

Job Responsibilities

  1. Coordinate implementation of annual advocacy and education plan - Support the Head of Control and Compliance Department in translating approved risk advocacy priorities into practical annual work plans, programme schedules, engagement activities, communication materials, participant arrangements and measurable delivery milestones.
  2. Deliver risk-awareness and governance-adoption initiatives - Coordinate practical awareness, communication and engagement programmes that strengthen understanding and application of MCMC's Risk Management Policy, Risk Appetite Statement, Enterprise Risk Management Framework, Corporate Risk Profile, Risk Assessment in Decision Making and related risk-governance arrangements.
  3. Coordinate AI-enabled RADM training and practical RADM support - Support the design, rollout and evaluation of Al enabled RADM training, practical RADM guidance, clinics and learning materials that help officers identify risks, assess trade offs, consider risk appetite, evaluate mitigations and prepare more risk-informed proposals and decision papers.
  4. Support Risk Appetite Statement adoption across divisions - Coordinate Risk Appetite Statement awareness and application activities, including practical clinics, examples, FAQs and engagement sessions that help divisions understand relevant risk boundaries, escalation expectations and decision-making implications.
  5. Coordinate divisional risk-ownership engagements - Facilitate engagements with selected divisions, Risk Owners and Risk Leaders on risk-register ownership, mitigation accountability, escalation discipline, lessons from advisory work and practical application of risk-management responsibilities. Support the delivery of the Risk Leaders Development Programme Coordinate the operational delivery of RLDP as the flagship risk capability-building programme, including participant engagement, learning logistics, vendor and Academy coordination, programme materials, attendance tracking, participant feedback, post-programme evaluation and follow-up activities.
  6. Develop and sustain the Risk Leaders network - Support the identification, engagement and development of Risk Leaders across MCMC, including communication channels, networking activities, practical tools, peer-learning opportunities and the Risk Leaders Community of Practice.
  7. Develop practical learning and communication materials - Prepare and maintain risk advocacy materials, including simple guides, short learning modules, case studies, FAQs, templates, examples, briefing materials, internal campaign content and digital learning resources that translate technical risk requirements into usable everyday guidance.

Qualifications & Work Experience

  1. Bachelor's degree in Risk Management, Business Administration, Public Administration, Management, Communications, Organisational Development, Human Resource Development, Psychology, Education, Governance, Finance, Economics, Engineering or another relevant discipline.
  2. Postgraduate qualification in Risk Management, Business Administration, Public Policy, Organisational Development, Learning and Development, Leadership, Governance, Behavioural Science, Public Administration or a related field is an advantage.
  3. Recognised professional qualification or certification in one or more relevant disciplines is preferred, including Enterprise Risk Management, ISO 31000, Business Continuity Management, Project Management, Change Management, Learning and Development, Facilitation, Governance, Internal Control, Organisational Resilience or related fields.
  4. Demonstrated commitment to continuous professional development in enterprise risk management, risk culture, risk informed decision-making, learning design, stakeholder engagement, change management, organisational resilience or related disciplines.
  5. Minimum 8 years of progressively relevant experience in enterprise risk management, governance, learning and development, organisational development, stakeholder engagement, change management, business continuity, communications, capability-building or related functions.

Technical Competencies

  1. Risk Governance Instruments Application - Ability to understand and explain MCMC's Risk Management Policy, Risk Appetite Statement, Enterprise Risk Management Framework, Corporate Risk Profile and Risk Assessment in Decision Making approach in a practical manner appropriate to different business contexts.
  2. Risk Advocacy and Culture Building - Ability to design and coordinate activities that strengthen risk awareness, risk ownership, responsible escalation and risk-informed behaviour across divisions.
  3. Risk Assessment in Decision Making and Risk Appetite Facilitation - Ability to support practical learning and engagement on RADM and risk appetite application, including the use of simple examples, case scenarios, clinics, templates and guidance materials for proposals, decision papers and mitigation planning.
  4. Learning Design and Facilitation - Ability to develop and coordinate workshops, clinics, learning modules, briefing sessions, self-directed learning resources, leadership engagements and other capability-building activities suited to adult learners and varied organisational audiences.
  5. Programme and Project Coordination - Ability to plan, organise and monitor multi-stakeholder programmes, including work plans, schedules, deliverables, participant management, logistics, provider coordination, follow-up actions, reporting and evaluation.
  6. Communication Content and Knowledge Materials Development - Ability to prepare clear and engaging communication materials, practical guides, FAQs, case studies, briefing notes, toolkits, templates, digital-learning content and internal campaign materials that translate technical risk concepts into usable guidance.

Candidate must be willing to work in Cyberjaya.
