Work Leader (Based in Bintulu)

The Work Leader (WL) shall be responsible for planning, coordinating, and leading the execution of works at the project site in accordance with PETRONAS Permit to Work (PTW) requirements, approved Job Hazard Analysis (JHA), project specifications, and applicable PETRONAS HSE requirements.

The WL shall all the time at site and act as the primary focal person with the PETRONAS Site HSE Officer (SHO), Permit Issuer, and relevant Client representatives for all PTW-related matters, while working closely with the Site Safety Supervisor (SSS) to ensure safe and efficient execution of work activities.

Scope of Responsibilities:

1.Work Planning and Coordination

* Plan and coordinate daily work activities prior to work commencement.

* Ensure all work is carried out in accordance with approved method statements, project requirements, and PETRONAS procedures.

* Coordinate manpower, equipment, materials, and work sequence to support smooth project execution.

* Supervise work activities and ensure work is executed within the approved scope.

2.Permit to Work (PTW) Management

* Responsible to prepare, submit, obtain the approval, and maintain valid Permit to Work (PTW) prior to commencement of work.

* Coordinate with PETRONAS Site HSE Officer (SHO), Permit Issuer, Area Owner, and relevant Client representatives for PTW processing and approval.

* Ensure all permit conditions, limitations, and control measures are fully understood and complied with throughout the work duration.

3.Job Hazard Analysis (JHA) and Risk Assessment

* Lead the preparation and review of Job Hazard Analysis (JHA), HIRARC, and other work-related risk assessment documents.

* Coordinate with the Site Safety Supervisor (SSS) to identify hazards, implement appropriate control measures, and ensure all safety requirements are incorporated into the JHA.

* Submit JHA and related documents to PETRONAS for review and approval.

* Ensure only approved JHA and supporting documents are used before work commences.

4.Work Execution and Compliance

* Ensure work activities are carried out strictly in accordance with the approved PTW, JHA, and project procedures.

* Monitor compliance with PETRONAS operational requirements during work execution.

* Coordinate with the Site Safety Supervisor (SSS) to immediately rectify any unsafe condition or non-compliance identified at site.

* Ensure work is stopped whenever unsafe conditions exist or permit requirements cannot be met.

5.Coordination with Site Safety Supervisor (SSS)

* Work closely with the SSS to ensure all work activities comply with PETRONAS HSE requirements.

* Support the SSS in implementing safety controls, toolbox meetings, inspections, and corrective actions.

* Ensure hazards identified by the SSS are addressed before and during work execution.

* Consult the SSS whenever changes to work scope, work method, or site conditions may affect safety.

6.Client Coordination

* Act as the primary liaison with PETRONAS representatives for PTW, JHA, work scheduling, and work execution matters.

* Attend coordination meetings, permit discussions, pre-job meetings, and site walkdowns as required.

* Coordinate work activities with other contractors to prevent work conflicts and ensure safe execution.

7.Documentation and Records

* Maintain all PTW records, approved JHA, method statements, and work-related documentation.

* Ensure permits remain valid throughout the work duration and are properly suspended or closed upon completion.

* Maintain records of work progress, permit status, and relevant Client communications.
