About the Role

We are seeking an experienced QA/QC Manager (M&E) to lead all Mechanical & Electrical quality assurance and quality control activities for hyperscale and mission-critical data centre projects. The successful candidate will ensure all M&E works comply with project specifications, client requirements, international standards, and regulatory requirements while supporting successful testing, commissioning, and project handover.

Key Responsibilities

Develop, implement, and maintain the Project Quality Management Plan (PQMP) for all M&E works.
Lead QA/QC activities throughout the project lifecycle, ensuring compliance with contract specifications, project requirements, and applicable standards.
Establish and monitor Inspection and Test Plans (ITPs), Method Statements, and quality procedures.
Review and approve material submittals, technical submissions, shop drawings, and inspection documentation.
Coordinate inspections with consultants, clients, subcontractors, and third-party inspectors.
Ensure all M&E installations comply with project specifications, local authority requirements, and international codes.
Monitor site quality performance and conduct regular quality audits and inspections.
Manage NCRs (Non-Conformance Reports), corrective actions, preventive actions, and root cause analysis.
Ensure all quality records, testing reports, inspection checklists, and handover documentation are properly maintained.
Work closely with Construction, Engineering, Testing & Commissioning, and Project Management teams to resolve quality issues.
Support integrated systems testing (IST), pre-commissioning, commissioning, and final project handover.
Lead quality meetings and provide regular QA/QC reports to senior management and clients.
Mentor and supervise QA/QC Engineers and Inspectors on site.
Promote continuous improvement initiatives and drive a strong quality culture across the project team.

Requirements

Bachelor's Degree in Mechanical Engineering, Electrical Engineering, or a related discipline.
Minimum 8–12 years of QA/QC experience in M&E construction, with at least 3 years in a QA/QC Manager role.
Proven experience delivering large-scale data centre, mission-critical, industrial, semiconductor, or high-tech facility projects.
Strong knowledge of M&E systems including HVAC, Chilled Water, Electrical Distribution, ELV, Fire Protection, Plumbing, and BMS.
Familiarity with international standards such as ISO 9001, IEC, ASHRAE, NFPA, SMACNA, ASME, and relevant Malaysian standards.
Experience managing ITPs, Method Statements, FAT, SAT, testing, commissioning, and quality documentation.
Strong understanding of inspection processes, quality audits, NCR management, and root cause analysis.
Excellent stakeholder management, communication, and leadership skills.
Proficient in Microsoft Office and quality documentation systems.
Willing to be based on-site in Selangor.
