Role Overview
We are seeking an experienced and analytical AML Specialist to safeguard the firm's financial integrity by managing outsourced AML operations, conducting rigorous Quality Assurance (QA), and leading Level 2/3 investigations into complex suspicious activities across both fiat and digital asset transaction flows. You will act as the critical bridge between L1 operations, fraud risk, and the Money Laundering Reporting Officer (MLRO), ensuring all processes meet regulatory standards.
Key Responsibilities
- Vendor & L1 Operations Oversight: Manage the day-to-day operations of the outsourced L1 Transaction Monitoring (TM) team. Track performance metrics and Service Level Agreements (SLAs), ensuring alerts are cleared accurately and efficiently.
- Quality Assurance (QA) & Checker: Conduct QA reviews on L1-cleared and closed TM alerts. Verify that the maker-checker mechanism is robust, preventing false negatives and ensuring well-documented rationales.
- Blockchain & Crypto Analytics: Utilize blockchain intelligence tools (e.g., Chainalysis, TRM Labs, Elliptic) alongside traditional fiat ledger reviews to track multi-jurisdictional wallet flows and high-volume cross-border fund movements.
- L2/L3 Investigations & SAR Drafting: Act as the Level 2/3 escalation point for complex suspicious cases originating from internal teams (e.g. L1 and L2 Operations, Fraud, Front Office). Conduct deep-dive investigations and draft high-quality internal Suspicious Activity Reports (SARs/STRs) for escalation to the MLRO.
- Enhanced Due Diligence (EDD): Conduct comprehensive EDD reviews on high-risk clients, complex corporate structures, and Politically Exposed Persons (PEPs) to mitigate reputational and financial risks.
- Regulatory & LEA Inquiries: Act as the point of contact for handling Requests for Information (RFIs) from correspondent banks and Law Enforcement Agencies (LEAs). Ensure prompt, accurate, and legally defensible responses within statutory deadlines.
- Policy & SOP Governance: Assist in drafting, updating, and standardizing Standard Operating Procedures (SOPs) across different entities and business lines. Ensure workflows are streamlined and compliant with internal Service Level Agreements (SLAs).
Requirements & Qualifications
- Experience: Minimum 5+ years of dedicated experience in AML investigations, financial crime, or transaction monitoring, preferably holding a Senior or L3 title.
- Sector Background: Proven track record working within Capital Markets, Securities, Brokerages, Fintech, or Digital Asset Exchanges. (Outsourced senior vendor specialists from major compliance BPOs handling exchange operations are highly encouraged to apply.)
- Regulatory Knowledge: Deep, hands-on knowledge of Hong Kong's AMLO framework, SFC compliance standards, and extensive experience drafting and submitting STRs to the FIU.
- Analytical Tools: Familiarity with transaction monitoring systems and blockchain analytics platforms is highly advantageous, though an elite investigative mindset developed in traditional finance is equally valued.
- Narrative Excellence: Exceptional investigative writing skills in English, with the ability to synthesize complex transaction data into clear, concise, and highly professional case narratives.
- Language Skills: Fluency in English is required; professional proficiency in Cantonese or Mandarin is highly beneficial.
- Certifications: CAMS (Certified Anti-Money Laundering Specialist) or equivalent regional compliance certifications are highly preferred.
