Job Description

Job Purpose

  • Handle execution of landed & strata matters and title management for development.
  • Assist technical regulatory approval process in accordance to prevailing Acts, Codes and Rules including but not limited to National Land Code, State Land Rules etc.
  • Assist in order to bridge technical land requirements with authority engagement to ensure project profitability and the timely launch of township developments.
  • Practice and comply with the Sime Darby Property Berhad's prevailing codes, standards and frameworks including but not limited to Code of Business conduct (COBC), Risk Management Framework, Standards of Quality, Environmental, Safety and Health (QESH) etc.

Job Responsibilities

Regulatory Management

  • Landed & Strata Administration: Manage the process of land matters to issuance of titles ensuring alignment with township master plans. Ensure approval of land matters (Surrender & Re-alienation, Change of Express Conditions, etc.) and Strata Application (COB, SIFUS, CPSP, and STA). Ensure individual land title & Strata Title issuance for product launch and Vacant Possession. Manage on preparation of Management Approval Paper in relation to land matters payment and appointment of consultant. Covering Integrated Development.
  • Statutory Submissions: Manage regulatory applications for land use changes, subdivisions, and amalgamations in accordance with the National Land Code and State Land Rule.
  • Technical Advisory: Advisory on land use changes, subdivisions, and amalgamations to project teams.
  • Title Management : Manage safekeeping of all titles under Land Management custodian and proper record of land titles data information.

Authority & Stakeholder Diplomacy

  • Strategic Engagement: Cultivate rapport with internal stakeholders, State Land Offices and Local Councils to expedite technical approvals.
  • Consultant Management: Manage the performance and delivery timelines of consultants to ensure development plans align with statutory codes.

Strategic Financial Advisory

  • Holding Cost Management: Manage the yearly land outgoings (Quit Rent, Assessment, etc.) to ensure paid on time and minimize arrears.
  • Statutory Payment : Manage with diligence management approval paper for statutory payment LJT deposit, conversion premium etc).
  • Budgetary Oversight: Manage the Annual Operation Plan (AOP) for land matters, ensuring all township development costs meet profitability benchmarks. Manage cost reduction by evaluating land conversion premium.

Education/ Professional Qualification

Bachelor Degree in Land/Estate/Surveying

Professional Experience

Minimun 6 years in Land Management relates field
