Job Description

We are looking for an Assistant Procurement Manager to support our Cost & Contract function. This role has a dual focus:

  1. Acting as an independent procurement governance and assurance function, strengthening integrity, transparency, and compliance across all departmental procurement activities.
  2. Performing Quantity Surveying and Assistant Contract Management duties to support project delivery.

This role is not a centralised procurement executor for all departments. Each department remains responsible for carrying out its own procurement within approved authority limits. The Assistant Procurement Manager provides systems, oversight, checks, and assurance to ensure that procurement activities are conducted fairly, ethically, and in accordance with company policies and recognised management system standards.

In the medium to long term, this role is designed to grow into a Team Lead position for the Cost & Contract function in Malaysia, incorporating procurement governance responsibilities.

Job Roles and Responsibilities

Procurement Governance, Integrity & Assurance

  • Establish, implement, and maintain company‑wide procurement policies, procedures, and control frameworks, aligned with ISO 37001 (anti‑bribery) and ISO 9001 (process consistency and continuous improvement) principles.
  • Define minimum standards for segregation of duties, approval thresholds, documentation, and audit trails applicable to all departments.
  • Act as an independent oversight function over procurement activities carried out by individual departments.
  • To review, monitor, and assess procurement activities across the organisation, request relevant records and explanations, and report non‑conformities or integrity risks to management without undue influence.
  • Conduct random, risk‑based, or thematic reviews of departmental procurement exercises to verify:

i. Compliance with approved procurement procedures

ii. Fairness and transparency in vendor selection and evaluation

iii. Adequacy of documentation and approvals

  • As part of the reviewing, monitoring and assessing procurement activities, to know the market by monitoring market trends and identify new service providers, suppliers and products.
  • Identify non‑conformities, integrity risks, or control weaknesses and recommend corrective and preventive actions.
  • Promote ethical procurement practices and a culture of accountability and continuous improvement across the organisation.
  • Prepare periodic reports to management on procurement compliance status, identified risks, recurring issues, and recommended system improvements.
  • Provide management with independent assurance on the robustness and integrity of procurement practices across the organisation.

Quantity Surveying & Contract Management

  • Support tendering, evaluation, and award processes for projects, including review of consultant deliverables and tender documentation.
  • Assist in contract administration activities, including monitoring contractual compliance, variations, claims, and negotiations.
  • Support cost planning, budgeting, cost reporting, and maintenance of cost data and libraries.
  • Work closely with project teams, finance team, consultants, and legal advisors on contractual and commercial matters.
  • Handle payment related activities for project vendors, including consultants, contractors, suppliers.
