Plan, manage, and execute end-to-end procurement and tender exercises including evaluation, negotiation, and award recommendation.
Identify, evaluate and select vendors to achieve optimal cost, quality, delivery and service outcomes without compromising governance or compliance.
Prepare and review procurement memos, evaluation reports, award recommendations, variation orders, and contract addenda for management and committee approvals.
Enforce procurement controls to ensure all sourcing activities are fully documented, auditable, and compliant with Group policies, procedures, and Limit of Authority (LOA).
Review, enhance, and continuously improve procurement policies, manuals, standard templates, and procedures.
Ensure contract documentation, approvals, and records are properly maintained for audit, risks, and governance purposes.
Supervise, guide, and monitor the performance of Executives and Assistant Executives, ensuring alignment with departmental KPIs and company objectives.
Support and implement Group strategic initiatives including Process Transformation to Business Units/Division/Business group, Procurement Digital Program, Vendor Optimization, and cost management programs.
Support development of procurement dashboards, reporting, and analytic to improve visibility and decision-making.
Manage vendor communications professionally and proactively resolve pre-award issues or matters in timely manner.
Job Requirements
Bachelor's Degree Quantity Surveying/ Construction Management / Professional Degree / Master's Degree in Business Administration.
Verbal and written communication skills and stakeholders management capabilities.
Detailed-oriented, decisive and independent with ability to multi-task while delivering results.
