Job Description

Role Purpose

The Associate Environment is responsible for ensuring full compliance with all applicable environmental legislation, regulatory requirements, and internal standards across power generation and electricity distribution operations. The role encompasses regulatory compliance, pollution control, emissions monitoring, scheduled waste management, and environmental risk mitigation to safeguard the environment, prevent pollution, and promote sustainable operational practices, while minimizing environmental risks across all company activities.

Key Responsibilities

  • Ensure compliance with all environmental legislation, permits, and regulatory requirements related to power plant and distribution operations.
  • Liaise with the Department of Environment (DOE) and other authorities during inspections and audits.
  • Responsible for overseeing and administering all Department of Environment (DOE)–related applications, submissions, and regulatory systems, ensuring timely reporting, license renewals, and full compliance with statutory requirements.
  • Prepare and submit statutory reports related to air emissions, industrial effluent discharge, scheduled waste, and environmental monitoring.
  • Monitor the validity of environmental licenses, approvals, and permits to operate.
  • Monitor regulatory updates and ensure organizational alignment with new requirements.
  • Oversee the collection and analysis of data regarding air emissions, wastewater discharge, and hazardous waste.
  • Monitor air emissions, effluent discharge, noise levels, and other environmental parameters.
  • Develop an annual Environmental Monitoring Plan in accordance with regulatory requirements and operational needs.
  • Coordinate with appointed Environmental Impact Assessment (EIA) & Environment Monitoring and Auditing (EMA) consultants for related assessment, scheduling, and monitoring activities
  • Ensure monitoring activities do not disrupt plant operations.
  • Verify monitoring frequency complies with license and regulatory conditions.
  • Coordinate preparation, submission, and approval of Land Disturbing Pollution Prevention and Mitigation Measures (LD-P2M2) plans to the Department of Environment (DOE) and relevant authorities.
  • Prepare comprehensive technical specifications and Bills of Quantity (BOQ) for environmental-related services and works, including environmental monitoring services, scheduled waste disposal, pollution control equipment, and environmental improvement projects.
  • Prepare annual environmental compliance programs aligned with regulatory requirements and operational needs.
  • Develop an annual environmental budget covering monitoring, consultancy, waste management, and environmental improvement initiatives.
  • Act as secretary for Environmental Risk & Compliance Management Committee (ERCMC) and Environmental Project Monitoring Committee (EPMC).
  • Developing and implementing waste management plans, monitoring waste generation sources, and promoting circular economy practices.
  • Attend to, investigate, and prepare comprehensive reports on occupational safety and health as well as environmental emergencies, accidents, near-miss incidents, and dangerous occurrences, ensuring timely documentation and implementation of appropriate corrective and preventive actions.
  • To lead and coordinate environmental compliance, monitoring, and reporting for the NUR's project sites, including Mini Hydro and Block 4 CCGT Plant, ensuring full compliance with the Environmental Quality Act 1974, approved EIA conditions, EMP, and all Department of Environment (DOE/JAS) requirements.
  • To maintain records concerning Environmental matters of the project for a minimum period of 7 years.
  • Any other responsibilities that may be required, in the interests of the Company from time to time.

Qualification and Requirements

  • Bachelor's degree in environmental science, Environmental Engineering, or related field.
  • Minimum 2–5 years of experience in a power plant, utility, industrial, or heavy industry environment.
  • Demonstrated strong knowledge of the Environmental Quality Act, its subsidiary regulations, and Department of Environment (DOE) requirements, with comprehensive expertise in air emission control, industrial effluent management, and scheduled waste regulatory compliance.
  • Candidates must possess a valid CePEOEIA certification as a requirement for this role.
  • Candidates holding professional certifications such as CESSWI, CISEC, CPESC, CePsWaM, or CPSWQ will have a competitive advantage.
  • Familiar with power plant operations (boiler, turbine, generator, substation, fuel systems).
  • Proficiency in both Malay and English is required.
  • Strong communication and report-writing skills, with the ability to create clear incident and daily activity reports.
  • Computer literacy for logging and administrative tasks.
