Job Description

Job Purpose

Develop and implement the execution of land administration. Assist the Team Leader with tasks related to land monitoring and surveillance activities within Prasarana's land and assets.

Key Accountabilities

1) Support Land Monitoring and Surveillance Activities

a. Assist the Team Leader in planning, organizing, and executing surveillance operations across all

Prasarana-owned land and assets.

b. Monitor activities to detect unauthorized use, encroachments, or any irregularities.

c. Ensure that all surveillance activities comply with Prasarana's policies and regulatory requirements.

2) Coordinate Surveillance Scheduling

a. Liaise with the Surveillance Task Force to develop and maintain a comprehensive surveillance

schedule.

b. Ensure timely deployment of surveillance teams to cover all critical and vulnerable areas.

c. Track and update the schedule to accommodate new priorities, incidents, or developments.

3) Incident Reporting and Response Support

a. Support the Team Leader and relevant departments in the investigation and documentation of

incidents.

b. Assist in proposing corrective and preventive actions to resolve and prevent land-related issues.

c. Liaise with Government agencies and MRCBGK for potential enforcement related matters

4) Monthly Encroachment Assessment Reporting

a. Collect and compile surveillance findings from all assigned areas.

b. Prepare a comprehensive monthly Encroachment Assessment Report, including findings,

photographic evidence, incident summaries, and recommendations.

c. Ensure that reports are submitted on time to management and relevant authorities for action.

5) Record Management and Documentation

a. Ensure all documents are properly filed and accessible for audit, legal review, or reference purposes.

b. Assist team leader on preparation Management Paper and/or Board Paper for any related matters requiring the approval from higher management

6) Stakeholder Communication

a. Coordinate with internal departments (such as Legal, Property, Operations) and external

stakeholders (such as local authorities) when necessary to address any related matters.

b. Support and assist subsidiaries/ strategic and Support Service Department for any third-party development with regards Prasarana's land and company interest.

7) Compliance and Continuous Improvement

a. Adhere to all legal, regulatory, and company standards regarding land protection and surveillance.

b. Identify and recommend improvements to surveillance methods, reporting processes, and land

monitoring strategies.

Academic / Professional Qualifications

Bachelor's Degree/Diploma/Certificate in:

Civil Engineering

Land Surveying

Land Management

Town Planning

Property Management

Transport Management

Years of Experience

Minimum 5 years of working experience

Functional Competencies

Familiar with National Land Code, Local Authority Act.

Land Application Process.

Land Administration i.e Title, Land Status, Syarat Nyata, Quit Rent, Encumbrances, etc.

Land/Building Valuation.

Familiar with Land related plans and Survey maps
