Job Description

JOB SUMMARY

  • Responsible in planning, coordinate and manage mainly for all the pre-contract services, including establishing cost data for project cost estimation, and ensuring the accuracy of tender documents, particularly in Bills of Quantities, in compliance with the Standard Method of Measurement (such as MyCESSM, SMM3 and other relevant guidelines). Provides advice on contractual and project requirements to minimize cost and variation risks throughout project implementation. Also provides post-contract support, including contract administration, valuation, certification and final account matter to ensure contractual compliance and timely project delivery.

KEY DUTIES AND RESPONSIBILITIES

Main roles and responsibilities

Pre-Contract - Main Roles

  • Be accountable towards achieving the objectives of the Unit and Section specifically, and generally,
  • those of Planning and Capital Works Department
  • To be part of the team to advise on proposed contract strategies and procurement approaches.
  • To lead and advise on the project cost planning and/or budget estimation.
  • To attend briefings and site visit during the design stage.
  • To ensure the accuracy of Bills of Quantities (BQ) and compliance with MyCESSM, SMM3 and other relevant guidelines.
  • To review and advise on the accuracy of Tender Documents to minimize potential Variation Orders (VO), Extension of Time (EOT) and monitor project cost during implementation.
  • To attend and participate in the tender review session before tabling to PPC for approval or prior to tender issuance.
  • To liaise with the Procurement Department during the preparation of Tender Documents.
  • To review consultant's cost estimates to ensure reasonableness of rates and overall project cost.
  • To collect and establish cost data for project reference (e.g. PDA, ACDA, etc.).
  • To provide input and coordinate with Legal Section for improvements to contractual clauses in the Conditions of Contract (COC).
  • To monitor and follow up the status of tender listed in Annual Procurement Plan (APP).
  • Attend training as scheduled by the Learning Centre.
  • To supervise QS Unit team member for works progress and all arising issues.
  • To lead and perform any other task which may be assigned from time to time by the superior and management.

Post Contract

  • To prepare and process contract certificate for issuance based on approved recommendation reports, e.g.: Extension of Time (EOT), Certificate of Partial Occupation (CPO), Certificate of Practical Completion (CPC), Certificate of Non-Completion (CNC), Certificate of Making Good Defect (CMGD) and Certificate of Completion of Services (CCS).
  • To assist in reviewing the VO Sub-Committee (VOSC), EOTSC, and Management Procurement Committee (MPC) paper for issuance of VO, certificate of APK, PHK and FAFC.
  • To assist in negotiation with consultants and contractors to assess the VO works.
  • To present the MPC report for approval.
  • To carry out site valuation for the interim progress claim within the timeframe as outline in the COC.
  • To prepare and process the interim progress claim using i-claim, TAMS and Service Procurement (SP).
  • To review, process and finalize the Final Account and Final Certificate (FAFC) within the timeframe as outline in the COC.
  • To assist and advise other Department/Section for the contractual matters arise during the
  • implementation of project including dealing with any contract dispute.

Minimum Qualifications

  • Degree in Quantity Surveying or Engineering or equivalent
  • 10 Years experience in Quantity Surveying / Contract Administration position
  • Knowledge in the administration of contract / project
  • management.
  • Knowledge of Word, Excel and system.
  • Knowledge of Construction industries especially in water works.
  • Knowledge in related Legal requirement
  • In-depth understanding of the construction process.
  • Must be a team player, analytical, creative, problem solving
  • oriented and possess high integrity.
  • Ability to lead and give clear instruction to all position levels within
  • the group.
  • Negotiation skill with contractor, consultant and supplier.
  • Ability to work under pressure and carry out multitask.
  • Strong interpersonal and communication skills for effective collaboration across multidisciplinary teams and hierarchical levels.
