Job Description

JOB SUMMARY

Assist the Head of Unit in planning, organizing, and coordinating departmental assignments in alignment with the company's SOP, vision, and mission. Ensure that all activities support the achievement of Key Performance Indicators (KPIs) and uphold the standards, practices, and philosophy of effective enforcement operations.

KEY DUTIES AND RESPONSIBILITIES

  • Assist the Head of Unit (HOU) in managing the overall operations of the Case Management Unit.
  • Act as replacement for HOU during his/her absence to ensure continuity of operations.
  • Collect, compile, and analyse reports and information related to illegal water connections and activities in violation of the Water Services Industry Act 2006 as evidence to support claims of water theft.
  • Review investigation files and reports submitted by the Operations & Monitoring Unit (HQ/Regional), as well as documents, files, and reports from the Case Management Unit. Compile and submit the relevant materials for review and further action by the Head of Unit and/or Senior Management.
  • Ensure all investigation and enforcement records are well-maintained, updated, and easily retrievable for reference or audit purposes.
  • Assist the Head of Unit (HOU) in planning and coordinating internal or external training programs on a monthly or yearly basis, as required.
  • Maintain accurate enforcement fleet records including mileage, telematics data, service schedules, costs and fuel consumption.
  • Maintain effective working relationships and collaborative engagement with relevant enforcement agencies, including but not limited to: National Water Services Commission - Suruhanjaya Perkhidmatan Air Negara (SPAN), Royal Malaysian Police (PDRM), Malaysian Anti-Corruption Commission - Suruhanjaya Pencegahan Rasuah Malaysia (SPRM), Dewan Bandaraya Kuala Lumpur (DBKL), Local authorities
  • Carry out any other tasks assigned by Head of Unit or Head of Section.
  • Ensure safety and health compliance for self and others, following all safety, health and environmental requirements.

PERSON SPECIFICATION

Minimum Qualifications

  • Diploma or Degree in Enforcement, Strategic Planning, Management, Civil Engineering, or equivalent field.
  • At least 5 years of working experience in enforcement activities, investigative intelligence, compliance assessment, security management, and operational support functions.

Knowledge, Skills & Abilities

  • Strong knowledge, relevant experience, and demonstrated expertise in water supply systems and/or data management.
  • Strong interpersonal and public relations (PR) skills.
  • Effective leadership and teamwork capabilities.
  • Creative, analytical, and innovative thinking skills.
  • Able to work independently and perform effectively in high-pressure environments.
  • Ability to conduct intelligence and information gathering activities.
  • Ability to carry out discreet or covert verification activities to validate information and findings.
