JOB SUMMARY
- Associate II is an analytical chemist responsible for conducting analytical research on treated water quality, including the development and implementation of Quality Assurance (QA) and Quality Control (QC) programs to enhance water quality management and support continuous improvement. He/she must also be knowledgeable in instrumental analysis, keep up to date with scientific development and new regulations/guidelines. Direct report to head of unit in reviewing and improvement of laboratory quality system. He/she also must be knowledgeable in the scope of tasks given under his/her supervision and must have a basic principle of chemistry, technical knowledge and skills. To coordinate among all the regional laboratories, water treatment plant's laboratories and water quality unit at distribution region. Scopes included water treatment process enhancement, technical reporting, procurement, document controlling, information management system implementation, budget and framework agreement monitoring.
KEY DUTIES AND RESPONSIBILITIES
Main roles and responsibilities
Laboratory Services
- Coordinate research initiatives and pilot projects among regional laboratories at SSP2, Sg Labu, Sg Semenyih and Langat 2 WTPs which are under Laboratory Services Section.
- Oversee emerging trends and advancements in laboratory sciences and diagnostics, incorporating relevant advancements into operations.
- To ensure the operations of Laboratory Services in alignment with water diagnostic laboratory strategies.
- Produce presentation decks, posters, and visual materials showcasing the Laboratory Section for both internal and external stakeholders
- Monitor ISO 17025 implementation and parameter accreditation progresses among the labs.
- As document controlling Centre for Laboratory Services Section in ISO 17025 accreditation system for lab manual, procedures, test methods, work instructions.
- To align the risk implementation, proficiency test procedures, method validation/verification, measurement uncertainties procedures among all laboratories.
- To generate and/or compile reports and research papers from regional labs.
- Able to perform basic water analysis for physical and chemical parameters.
Research and Development
- To involve in research analysis regarding the usage of new chemical, new technologies, or troubleshoot on violation notice.
- Responsible on analytical method development and validation research studies for new chemical parameters especially on emerging contaminant parameters.
- Assist in process improvement and water quality enhancement in water treatment process.
- Perform basic water analysis at respective water treatment plants together with chemist or lab technicians.
- As coordinator for the request from water treatment plants such as reagents, instruments, analysis.
- To generate and/or compile technical reports, memo and letters.
Quality Control and Laboratory Documentation:
- Responsible for verification of documentation related to laboratory operation, such as laboratory manual, laboratory quality procedure, test method and test instruction.
- Responsible for verification of form, worksheet, checklist and other documentation based on current laboratory practice.
- Review and verify method of analysis for lab testing.
- Review technical requirements of lab analysis e.g. measurement uncertainty, method validation & verification, quality control etc.
- Ensure compliance with regulatory requirements, industry standards, and company policies related to water quality testing and laboratory procedures.
Procurement and Budget
- To monitor the utilization of all Framework Agreements under Lab Services Section. The framework agreements comprise scopes cover from WTP to Regional Labs and Distribution.
- To assist in ensuring procurement contracts and agreements are well monitored.
- To monitor the OPEX budget utilization of among regional labs and all WTPs laboratories.
- To monitor the CAPEX budget utilization of among regional labs all WTPs laboratories.
Laboratory Information Management System
- To review, maintain, and update LIMS according to current analysis requirement.
- Ensure smooth operation and functionality of LIMS in accordance with IT policy and ISO 27001 Information Security Management System (ISM)
Other roles and responsibilities:
Management System
- Involve in implementation of other ISO system related such as ISO 9001:2008, ISO 18001:2007, ISO 14001:2004 & ISO 22301:2012
- Fully involve in ERP at Laboratory and WTPs when required.
- To ensure proper PPE is implemented during analysis.
- To ensure safe working condition implemented.
- Any other tasks as and when assigned by the management / superior.
Compliance with ISO Clause 5.3 Organizational roles, responsibilities and authority
- Always adhere to Air Selangor Integrated Management System (AIMS) and HSE policy and involvement in implementing the Management System.

Minimum Qualifications
- Bachelor's degree in science; Chemistry or related science fields.
- 5 years analytical laboratory experience, preferred.
Knowledge
- Theoretical knowledge and familiar with APHA Standard Method supported by a strong QA/QC background.
- Associate Membership of Institut Kimia Malaysia (IKM).
- Possess technical knowledge and skills related to water quality analysis.
- Report writing, preparing presentation and good coordination skills.
- Able to self-assign and meet all assignments appropriate to the section
- Ability to handle tight deadlines and maintain composure under stress
- Participate and contribute to the team atmosphere.
