Job Description

JOB SUMMARY

Responsible for undertaking pre-contract quantity surveying and commercial activities for assigned projects, including cost planning, feasibility studies, Bills of Quantities (BQ), tender documentation and commercial coordination. The role is responsible for delivering accurate and timely commercial outputs, ensuring compliance with organizational standards and supporting effective project planning and procurement activities.

KEY DUTIES AND RESPONSIBILITIES

Main roles and responsibilities

1.Tender Documentation & Contract Administration

  • Prepare or review Bills of Quantities (BQ) in accordance with MyCESSM, SMM3 and other applicable standards.
  • Prepare or review tender documentation to ensure completeness, consistency and compliance prior to tender issuance.
  • Review quantities, drawings, specifications and supporting documents to ensure accuracy and completeness.
  • Identify commercial, contractual and documentation issues and recommend practical improvements.
  • Participate in tender review sessions and incorporate agreed commercial requirements prior to tender issuance.

2.Cost Planning & Commercial Advisory

  • Be accountable for achieving the objectives of the Unit, Section and Department.
  • Prepare or review project cost plans, feasibility estimates and budget estimates for assigned projects.
  • Prepare or review cost estimates and validate supporting cost information for completeness and commercial reasonableness.
  • Provide commercial inputs on cost planning, procurement requirements and project budgeting within assigned responsibilities.
  • Participate in project briefings, design coordination meetings and site visits to identify cost and commercial implications.

3.Cost Analysis & Commercial Information

  • Analyse project costs, market rates, historical cost information and benchmarking data to support cost planning and commercial decision-making.
  • Maintain and update cost databases, benchmarking information and commercial records, including PDA, ACDA and other relevant references.
  • Prepare or review commercial reports, cost analyses and management information for assigned projects.
  • Monitor the implementation status of projects under the Annual Procurement Plan (APP) and provide progress updates.

4.Quality, Compliance & Continuous Improvement

  • Ensure assigned deliverables comply with organisational policies, procedures, governance requirements and applicable industry standards.
  • Review assigned commercial deliverables to ensure accuracy, consistency and compliance with approved standards.
  • Recommend improvements to work processes, documentation quality and standard templates.
  • Support initiatives to improve cost planning accuracy, commercial governance and operational efficiency.

5.Stakeholder Coordination

  • Liaise with internal and external stakeholders including Originating Department (OD), Consultants, Procurement, Finance and Legal on commercial and technical matters relating to assigned projects.
  • Provide clarification on Bills of Quantities (BQ), cost estimates and tender documentation within the scope of assigned responsibilities.
  • Participate in meetings, technical discussions and commercial coordination sessions as required.

6.Other Responsibilities

  • Perform any other duties assigned by the Assistant Vice President II, Assistant Vice President I or Management from time to time.

Minimum Qualifications

  • Degree in Quantity Surveying or Engineering equivalent
  • Minimum 4–7 years relevant experience in Quantity Surveying, Commercial Management, Pre-Contract Management or Construction Cost Management.
  • Demonstrated experience in preparing and reviewing cost estimates, Bills of Quantities (BQ), tender documentation, quantity measurement, cost analysis and commercial submissions for multiple projects.
  • Experience in infrastructure, utilities or large-scale construction projects will be an added advantage.
  • Good knowledge of pre-contract quantity surveying practices including cost planning, feasibility studies, Bills of Quantities (BQ), tender documentation and commercial evaluation.
  • Good knowledge of tendering procedures, standard methods of measurement (e.g. MyCESSM, SMM3) and applicable contract principles.
  • Good understanding of construction methodologies, project development lifecycle, cost planning principles and commercial practices within infrastructure and utility projects.
  • Working knowledge of organizational policies, procurement procedures, governance requirements and financial control principles applicable to pre-contract activities.

Professional & Technical Skills

  • Strong capability in preparing cost estimates, feasibility studies, Bills of Quantities (BQ), tender documentation and commercial submissions for assigned projects.
  • Good analytical, critical thinking and problem-solving skills in evaluating project costs, commercial information and tender requirements.
  • Ability to analyse cost information, market data and historical project records to support cost planning and commercial recommendations.
  • Ability to identify commercial, contractual and documentation issues and recommend practical solutions within assigned responsibilities.
  • Proficient in utilising digital productivity, data analysis and reporting tools to improve work efficiency and commercial outputs.
  • Familiarity with enterprise systems and digital platforms supporting cost planning, tender administration and project management (e.g. TAMS or equivalent).

Practical Skills & Abilities

  • Good communication and interpersonal skills to collaborate effectively with Originating Departments (OD), Consultants and internal stakeholders.
  • Ability to manage multiple assigned tasks and deliver quality commercial outputs within established timelines.
  • Ability to apply sound technical judgement in preparing commercial deliverables and resolving routine pre-contract issues.
  • Strong attention to detail with the ability to produce accurate, consistent and well-documented commercial outputs.
  • Demonstrate professionalism, accountability and integrity in carrying out assigned responsibilities.
