JOB SUMMARY
The Associate III (Special Officer) in the Special Projects Department supports the planning, coordination, and execution of cross-functional initiatives to improve organisational transformation, operational excellence, and strategic alignment across Air Selangor, including research and analysis, report and strategic material preparation, project monitoring, and stakeholder coordination. Knowledge of Net-Zero initiatives and Energy Management is an added advantage, particularly in energy auditing, energy-saving measures, green energy technologies (e.g. solar and hydro-turbine), and regulatory processes involving authorities such as Sustainable Energy Development Authority (SEDA), Energy Commission (ST), and Tenaga Nasional Berhad (TNB). The role requires strong project management skills, good analytical thinking, attention to detail, and the ability to work proactively with minimal supervision.
KEY DUTIES AND RESPONSIBILITIES
1.Strategic Support & Advisory
- Support the development and implementation of strategic initiatives aligned with Air Selangor's corporate objectives and long-term direction.
- Assist in conducting a research, analysis, market intelligence, and prepare technical papers, reports, presentations and communication materials to support informed decision-making by senior management.
- Identify opportunities, risks, gaps, and emerging trends that may impact project outcomes and organisational performance
2. Project Management & Coordinating
- Coordinate the end-to-end management of assigned special projects, from conceptualisation through implementation and completion, ensuring delivery within approved scope, timeline, and budget
- Prepare project charters, work plans, timelines, risk registers, and progress reports to ensure clear governance and executive visibility.
- Facilitate cross-departmental collaboration and work closely with Originating Departments (ODs) to ensure effective alignment and seamless execution of initiatives and projects.
3. Operational Excellence & Governance
- Monitor and evaluate the performance and deliverables of initiatives and projects against defined KPIs, recommending corrective and preventive actions where required.
- Ensure all projects comply with corporate governance frameworks, internal policies, procedures, and applicable regulatory requirements to mitigate operational and strategic risks.
- Standardise project documentation, reporting formats, and knowledge-sharing practices to promote consistency, efficiency, and organisational learning.
4. Stakeholder Engagement & Communication
- Build and maintain effective working relationships with internal stakeholders, external partners, consultants, and regulatory or government agencies where applicable.
- Prepare high-quality presentations, reports, and communication materials tailored for diverse stakeholders.
- Support senior management in meetings, stakeholder engagements, briefings, and follow-up actions to ensure timely communication and effective outcomes.
5. Strategic & Special Initiatives
- Support cross-functional initiatives and special assignments that contribute to Air Selangor's strategic priorities and corporate transformation agenda.
- Assist in identifying and exploring opportunities related to innovation, sustainability, digitalisation, and process improvement within project execution
- Perform any other duties, accountabilities, and responsibilities as directed by the Head of Department.
6. Ad-hoc Assignments
- Undertake ad-hoc tasks and assignments as instructed by superior or management from time to time.
PERSON SPECIFICATION
Minimum Qualifications
- Bachelor's Degree in Electrical Engineering, Mechanical Engineering or equivalent qualification.
- Minimum of three (3) years working experience in a related field.
- Strong analytical and problem-solving abilities.
- Hands-on, cooperative, hardworking, and able to work independently as well as within a team.
- Demonstrates responsibility, positive attitude, and strong work ethic.
Knowledge, Skills and Abilities
- Sound understanding on net-zero initiatives, energy auditing and energy-saving measures.
- Well-verse with green energy technologies (i.e. solar, hydro-turbine, etc).
- Familiar with the regulatory approval processes involving authorities (i.e. SEDA, ST, TNB, etc).
- Familiarity with water treatment plants and pump houses within the water supply industry.
- Understanding of strategic planning, organisational transformation, and corporate governance.
- Knowledge of project management methodologies, performance measurement, and reporting frameworks.
- Awareness of industry trends, risks, and emerging challenges relevant to the water sector.
- Understanding of ethical standards, confidentiality requirements, and corporate compliance practices.
- Strong research, analytical, and problem-solving skills to support data-driven decision-making.
- Proficient in preparing project documentation, reports, and using digital collaboration and reporting tools.
- Ability to coordinate cross-functional projects, manage timelines, and monitor deliverables effectively.
