Job Description
Jurong Port's multipurpose port operating expertise includes efficient handling of general, bulk and containerized cargo, management and operations of the Tuas Offshore Marine Centre, and Lighter Terminals in Penjuru and Marina South. Besides Singapore, Jurong Port is involved in overseas joint ventures in China and Indonesia. In 2016, Jurong Port's local and overseas terminals handled close to 35 million tons of general and bulk cargo, and 560,000 TEUs of container cargo.
The Job
Procurement and Tendering
- Ensure effective lines of communication between external stakeholders (potential tenderer, tenderer and contractor) and internal stakeholders (subject matter expert, e.g. Project Engineers, Operations, Finance, Safety and Security, etc.) to ensure clear, consistent and appropriate procurement requirements are documented and communicated
- Ensure that procedures are established to administer the different types of procurement and tendering methods used in infrastructure and engineering projects to match the objectives and complexity of the projects
- Establish strategic tendering method including sourcing strategy, tenderer selection and evaluation, quality management, customer relationship management and performance measurement
- Determine general contractual provisions such as insurances, performance guarantees, liquidated damages and other common contractual mechanism
- Negotiate contract terms with tenderers in the best interest of Jurong Port
- Manage and monitor all transactional activities including tender preparation, tenderers performance evaluation, commercial negotiation, legal considerations and risk assessment
Contract Administration and Management
- Ensure correct administration of the standard forms of contract (PSSCOC, SIA, FIDIC and Orgalime) and ensure compliance with the latest contract law legislation
- Oversee development of standard conditions of contract for acquisition of professional services and small value construction works
- Negotiate within the terms and conditions of the contract, solutions to conflicts/problems arising in case of poor performance or non-compliance with contractual obligations
- Oversee various contract management processes (e.g. payment certificate, variation order, delay notice, extension of time, loss and expense etc.) and ensure transparency
- Prepare reasoned advice on contractual matters and resolving of disputes when arises
Policies & Procedures Management
- Act as organisational custodian and champion of Procurement Policy and Procurement Procedures applicable across JP
- Drive effective internal control, proper design and functioning of a service-oriented procurement management system
- Oversee establishment of Standard Operating Procedures within C&P departments for knowledge sharing and standardisation of internal controls for both procurement and inventory management
- Ensure full compliance of procurement activities with Jurong Port's financial and procurement policies
- Promote a zero-tolerance for non-compliance of Jurong Port's financial and procurement policies
Transformation & Process Improvements
- Develop transformation roadmap based on organisation objectives, in consultation with CFO and lead the implementation over the next 12-18 months
- Drive process improvements and optimisation without jeopardising governance, quality and service delivery
- Lead digital improvements and integration to improve efficiency, quality and service delivery
- Guide employees through transitions and provide training to ensure high adoption and minimal disruption
- Collaborate with senior leaders, cross functional teams and external partners
- Define KPIs to measure success of transformation in delivering measurable value and ensure continuous improvements
People Management
- Deliver trainings for contracts officers on JProcure, basic contract law principles and synthesise lessons learnt and best practices
- Establish regular reporting of tender and contract management, including best practices, non-compliances and near misses
- Ensure all activities are compliant with standard reporting requirements and audits
- Manage the department and coordinate with respective stakeholders
The Requirements
- Bachelor's degree in Construction Management, Quantity Surveying, Finance, Law, or equivalent
- Minimum10 years of relevant procurement experience
- Proficient in e-procurement systems
- Conversant with standard forms of contract (PSSCOC, SIA, FIDIC, and Orgalime), and well-versed in contract and project management
- Strong analytical skills with the ability to simplify complex issues into actionable solutions
- Able to perform under pressure and tight deadlines; adaptable and resilient
- Excellent communication, negotiation, and stakeholder management skills
- Proactive, detail-orientd, and solution-driven
- Strong leadership with ownership and the ability to motivate teams
