JOB SUMMARY
- Chemist I is an analytical chemist specializing in water quality analysis using techniques such as gas chromatography, HPLC, and spectroscopy. The role involves operating various instruments and software to conduct laboratory analyses, lead research initiatives, and develop QA/QC programs. The chemist is responsible for improving analytical methods, staying current with scientific advancements and regulatory changes, and applying strong foundational knowledge in chemistry. He/she must be adaptable to assigned tasks, contribute to laboratory quality system enhancements, and report to the section head.

KEY DUTIES AND RESPONSIBILITIES
Laboratory Operation & Maintenance
- Responsible for checking and verifying two-hourly water quality analysis, odour test, online analyzer hourly monitoring for SSP2 WTP
- Responsible in procument of laboratory equipment, reagents, consumables and spare parts of equipment.
- Ensure updated inventory of lab equipment, consumables, reagents, test kit and etc.
- Ensure all lab equipment and test kit maintained, calibrated and serviced according to schedule, provide accurate readings and qualified for use.
- Ensure monitoring and verification for all incoming chemicals to be done for every delivery.
- Custodian and responsible for operation and maintenance of lab equipment's.
- To train and coordinate trainee or new laboratory staff on the assigned laboratory analysis or any newly accredited laboratory analysis.
- Ensure participation in Jabatan Kimia Malaysia Proficiency Testing for related water quality testing.
- Attend, coordinate, investigate and monitor operation in the event of pollution and shutdown incident at WTPs.
- Coordinate for laboratory activities and ensure the laboratory operate at its optimum capacity.
- Arrange, assist and coordinate for sampling related matters to ensure smoothness of sampling activities.
- Arrange and coordinate external laboratory related matters and issues.
Lab Analysis & Quality Control
- Approved Signatory for chemical analysis as assigned by management.
- Responsible in reporting of opinions and interpretation of result.
- Ensure adequate resources eg. equipment, supplies and competent personnel for quality assurance programmed in order to ensure confidence in laboratory analysis result.
- Ensure person in charge of instrument is well trained for assigned duties.
- Responsible in performing QA/QC for water analysis, analysis for development of new accredited test method and existing selected test method.
- Responsible in performing water analysis meeting holding time, with capability and capacity to prioritize sample analysis accordingly.
- Ensure correct preparation of sampling bottle, preservative and reagent or standard (CRM) used is sufficient to conduct analysis.
- To conduct proficiency testing for related lab analysis.
- Ensure water quality result is in accordance with MOH specification and lab environment meeting the sample analysis-controlled criteria.
- To apply root cause analysis and perform corrective action when resolving analysis problems.
- To perform lab analysis in order to investigate root cause when there is a water quality violation.
- Assist in any water quality related operation by collaborating with other department.
- Responsible in checking test report issued by the lab and independent lab as well as identifying and issuing non-conformance to the WTPs.
Laboratory Documentation
- Responsible for establishing documentation related to laboratory operation, such as laboratory manual, laboratory quality procedure, test method and test instruction.
- Review and assist with updating of manuals and test method.
- Responsible to review form, worksheet, checklist and other documentations based on current laboratory practice.
- Establish and update technical requirements related to lab analysis such as measurement uncertainty, method validation, quality control and others.
- Responsible to retain document, worksheet, form, checklist and others.
- Responsible to prepare scheduled and ad-hoc test certificate for test results produced by the lab.
- Responsible to prepare reports involving WTP water quality.
Lab Accreditation
- To extend scope of accreditation for new parameter analysis according to MS ISO/IEC 17025 requirements.
- To implement and maintain Quality System of all accredited analysis in accordance to MS ISO/IEC 17025 requirements.
- Responsible to coordinate lab accreditation programmed.
- To establish quality control criteria and ethical requirements as per MS ISO/IEC 17025 laboratory management.
- To organize annual internal audit, management review meeting and internal proficiency testing program for lab personnel, sampling team and PAKAR.
- To extend scope of accreditation for new parameters as requested by management.
Procurement and Framework Agreement (FA)
- To conduct procurement of goods or services related to laboratory activities.
- To monitor yearly usage/utilization of framework agreement (FA) and OPEX. Also ensuring Lab FA award as per planned.
- To monitor framework agreement expiry and ensure prompt renewal of framework agreement.
- To prepare framework agreement proposal and related documentations.
- To act as Subject-Matter Expert during Procurement Requisition Committee. (PRC), Tender Evaluation Committee (TEC) & Management Procurement Committee (MPC) meetings.
Laboratory Information Management System (LIMS)
- Responsible for Tier 1 approval in ensure smooth operation and functionality of LIMS such as samples registration, results entry, results verification, results approval, generate reports and etc.
- To review, manage, maintain, update and troubleshoot LIMS modules according to current analysis requirements.
- Responsible to ensure successful integration with other systems.
- To raise change request according to user feedback and manage system enhancement activities to support lab operation requirements.
- To carry out annual User Access Review and act as company representative for internal and external audits.
- To ensure LIMS operation is in accordance with IT policy and ISO 27001 Information Security Management System (ISMS).
Research and Development
- Participates in research and analysis involving new chemicals, emerging technologies, violation notice troubleshooting, and improvements to WTP production processes.
Learning & Development/Growth
- Responsible in planning, preparing proposal, coordinate and act as trainer for internal technical training for laboratory personnel, production lab personnel and water quality department personnel.
- Responsible in preparing presentation materials/slides and conduct presentation/talk on water quality issue as and when necessary.
- Planner for external lab training for lab personnel development/competency.
Others
- To perform Laboratory Assessment for all WTP/Regional Laboratories
- Coordinate and support the implementation of WAMS system for updating equipment status.
- Involved in implementation of other related ISO systems such as ISO 9001, ISO 14001, ISO 27001 ISO 4500 and etc.
- To ensure proper disposal of scheduled waste is implemented in the laboratory.
- To ensure proper PPE is worn during analysis.
- To ensure safe working condition implemented.
- Involve in water quality analysis reporting to management.
- Involve in procurement process to produce Purchase Requisition.
- Any other tasks as and when assigned by the management / superior.

Minimum Qualifications
- Bachelor's degree in science; Chemistry or related science discipline.
- 6 years analytical laboratory experience, preferred.
- Theoretical knowledge and familiar with APHA Standard Method, able to perform lab analysis procedure according to APHA method.
- Possess technical knowledge and skills related to water quality analysis.
- Associate Membership of Institut Kimia Malaysia (IKM).
- Basic understanding of IT with experience using Laboratory Information Management System (LIMS).
- The motivation and ability to solve complex problems.
- Good communication and presentation skills.
- Participate, contribute and act as a team player.
- Able to meet tight deadline and work under pressure.
- Good in technical report writing and fluent in English, both written and verbal.
- Able to work independently with minimum supervision.
- Initiative in learning with precaution to lab safety.
