POSITION PURPOSE
To act as the Company's on-site representative at contractor and vendor facilities, ensuring that fabrication, inspection, testing, and repair activities are executed in full compliance with approved specifications, applicable codes and standards, and regulatory requirements.
The role also supports Asset Integrity Restoration (AIR) execution by ensuring repair scopes are aligned with asset risk priorities, integrity strategies, and fitness-for-service requirements, while maintaining full traceability and quality assurance throughout execution.
Principal Accountabilities
- Fabrication Yard Supervision
- Act as the primary Company representative at fabrication yards to monitor progress, quality, and safety performance
- Verify contractor compliance with approved drawings, specifications, procedures, and Inspection & Test Plans (ITPs)
- Conduct routine site inspections, walkdowns, and participate in coordination and progress meetings
- Validate contractor manpower deployment and reported progress for verification of claims
- Enforce HSE requirements, intervene on unsafe acts, and promote a proactive safety culture
- Material Receiving and Technical Review
- Verify incoming materials and equipment against purchase orders, specifications, and approved documentation
- Review Material Test Certificates (MTCs), inspection reports, and compliance documentation
- Identify discrepancies, raise Non-Conformance Reports (NCRs), and ensure timely close-out
- Support stock verification and inventory control activities
- Testing, Qualification, and Inspection
- Witness and verify Factory Acceptance Tests (FAT), hydrotests, functional tests, and other inspections
- Witness welder qualifications and ensure compliance with approved Welding Procedure Specifications (WPS)
- Ensure contractor adherence to Inspection & Test Plans (ITPs) and acceptance criteria
- Coordinate and facilitate inspections by regulatory authorities and third-party inspectors
- Review and endorse inspection reports, test records, and qualification documentation
- Specification Compliance & Technical Governance
- Ensure all activities comply with approved hierarchy of specifications, codes, and standards
- Identify conflicts, deviations, or ambiguities in technical requirements and escalate for resolution
- Ensure proper documentation and approval of any concessions, waivers, or deviations
- Asset Integrity & Risk-Based Execution (AIR Focus)
- Support execution of Asset Integrity Restoration (AIR) scopes aligned with asset risk priorities and integrity strategies
- Review and validate integrity-related anomalies, defect registers, and repair justifications prior to execution
- Verify that repairs meet applicable fitness-for-service principles and do not introduce additional integrity risks
- Support prioritization of repair scopes based on risk, criticality, and operational impact
- Interface with Integrity Engineers to ensure alignment between field execution and integrity management plans
- Offshore Repair Workpack Review
- Review contractor workpacks for piping and structural repair scopes, including critical joints and integrity-driven repairs
- Verify compliance with:
- Approved project specifications and procedures
- Applicable codes (ASME, API, AWS, PCC-2)
- Ensure completeness of:
- Engineering drawings
- Material specifications
- Welding procedures (WPS)
- Inspection and test requirements
- Confirm repair scope is supported by integrity assessment (inspection findings, corrosion data, or FFS evaluation)
- Ensure temporary vs permanent repairs are clearly defined and approved
- Verify readiness of risk assessments, method statements, and execution plans prior to offshore deployment
- Provide technical clarifications and support to offshore execution teams
- Defect & Anomaly Management
- Track and monitor integrity-related defects and anomalies to ensure timely closure
- Verify proper classification, documentation, and escalation of defects in accordance with integrity management systems
- Highlight and escalate critical or high-risk anomalies that may impact safe operation
- ERP & Data Traceability
- Ensure accurate recording and tracking of inspection findings, defects, and repair status within ERP / integrity systems (e.g. CWORKS, Bassnet, Maximo)
- Maintain full traceability between inspection data, workpacks, approvals, and executed repairs
- Support development and improvement of workflow tracking and reporting systems
- Documentation and Reporting
- Maintain daily and weekly site reports on progress, issues, and safety observations.
- Ensure timely submission and traceability of inspection, test, and qualification records.
- Provide regular updates to project management on quality, progress, and key risks.
- Coordination and Stakeholder Engagement
- Liaise with Company engineering, QA/QC, HSE, and operations teams for technical clarifications and approvals.
- Support communication between contractor teams and Company management.
- Assist in resolving site queries and managing deviations or concessions.
- Authority & Governance
- Authorized to stop work in the event of non-compliance with safety, quality, or integrity requirements
- Authorized to reject non-conforming materials, fabrication works, or repair execution
- Escalate unresolved technical or integrity concerns to Company management for decision
POSITION HOLDER REQUIREMENT
Formal Qualification
- CSWIP 3.2 certification is mandatory
- API 510 / API 570 certification is an advantage
- Bachelor's degree or diploma in Mechanical, Electrical, Instrumentation, or related engineering discipline.
Experience, Skills And Knowledge- Bachelor's degree or diploma in Mechanical, Electrical, Instrumentation, or related engineering discipline.
- Minimum 10 years experience in upstream oil & gas projects, including fabrication, inspection, and offshore brownfield repair scopes.
- Hands-on experience in painting & welding inspection, piping systems, and structural repairs.
- Strong working knowledge of relevant codes and standards, including:
- ASME B31.3 - Process Piping
- API 510 & 570 - Pressure Vessel & Piping Inspection Codes
- AWS D1.1 - Structural Welding
- ASME PCC-2 - Repair of Pressure Equipment and Piping
- Familiarity with DOSH regulations and PETRONAS Technical Standards (PTS).
- Valid certifications in CSWIP 3.1/3.2 is compulsory.
- Possessing work knowledge with API 510, API 570 and codes are advantageous.
