Responsibilities
- Drive CM performance excellence through standardized quality and engineering performance management, including TQRDCEB, QOR, MOR, and periodic performance reviews.
- CM Quality and Engineering focal point for Keysight cross-functional stakeholders, including R&D, Product Engineering, Procurement, Production, Quality, Customer Experience, and business teams.
- Lead CM technology roadmap development, proliferation of CM best practices, and qualification of latest process technologies to enable sourcing flexibility, resiliency, and greater design flexibility for Keysight product lines.
- Lead CM compliance audits and process assessments, including ISO 9001, RoHS, ESD, supplier requirements, regulatory requirements, and BMS compliance; define clear metrics for standardized CM performance measurement.
- Lead new CM line and site qualification by developing qualification requirements, executing qualification activities, assessing readiness, and managing risks through ramp and sustaining operations.
- Serve as escalation focal for major CM quality, process, and product issues, ensuring disciplined containment, RCCA, preventive actions, communication cadence, and recovery plans.
- Drive global CM quality improvement and value-added engineering initiatives, including continuous process improvement, process standardization, cost improvement, capacity/capability enhancement, and manufacturing risk reduction.
- Establish CM engineering processes and communication platforms for Keysight-wide use, including engineering change communication, material disposition, technical forums, and structured CM engagement routines.
- Support new business acquisition integration at CMs, ensuring technical readiness, process alignment, compliance, and smooth transition into Keysight operating expectations.
Qualifications
- Bachelor's or Master's Degree in Electrical/Electronics, Mechanical, Manufacturing, Materials Science, or related engineering discipline; typically 10+ years in PCA/PCBA manufacturing, CM engineering, supplier quality, or manufacturing engineering leadership.
- Strong technical knowledge of PCA/PCBA and box build manufacturing processes, including SMT, soldering, reflow, coating, cleaning, inspection, test, PCB interfaces, process qualification, and high-mix/low-volume operations.
- Proven experience in CM engagement, site/line qualification, NPI, product transfer, process change management, compliance audits, supplier performance management, and major quality escalation leadership.
- Strong quality and problem-solving capability, including RCCA, 8D, FMEA, DOE, SPC, risk assessment, audit management, process capability, and continuous improvement methodologies.
- Ability to translate technical risks into quality, supply continuity, sourcing flexibility, capacity, cost, gross margin, and customer impact for management decision-making.
- Excellent communication, stakeholder management, coaching, and leadership skills, with ability to influence global cross-functional teams and CM partners through matrixed governance.
