Role Description – Commercial & Procurement Manager
This is a full-time, on-site role based in Petaling Jaya for a Commercial & Procurement Manager to oversee commercial and procurement functions across projects in Malaysia. The role includes leading procurement strategies, supplier evaluations, contract negotiations, and contract management to support project delivery. You will be responsible for managing vendor relationships, analysing procurement data, and ensuring cost-effective decisions aligned with project timelines and budgets. Working closely with cross-functional teams, you will ensure alignment between procurement strategies and project objectives, while maintaining strong cost control and commercial compliance throughout the project lifecycle.
Key Responsibilities
Procurement & Sourcing
- Lead and manage the full procurement cycle from sourcing and tendering to evaluation and contract award
- Develop procurement strategies aligned with project requirements and timelines
- Prepare and manage RFQs/RFPs and oversee tender processes
- Source, evaluate, and onboard suppliers, contractors, and consultants
- Ensure timely procurement to support project delivery schedules
Commercial & Cost Management
- Prepare cost estimates, budgets, and project quotations based on project requirements
- Conduct cost planning, cost analysis, and benchmarking
- Monitor project budgets, expenditures, and cash flow
- Track variations, claims, and final accounts
- Prepare and present commercial reports and cost updates
Contract Administration
- Draft, review, and administer contracts, subcontracts, and commercial agreements
- Manage contract terms including variations, extensions of time, and claims
- Vendor & Stakeholder Management
- Negotiate pricing, terms, and conditions with vendors and contractors
- Manage vendor performance and maintain strong working relationships
- Collaborate with project, design, and finance teams on commercial matters
Risk, Compliance & Process Improvement
- Identify commercial risks and implement mitigation strategies
- Ensure compliance with company policies, procedures, and governance frameworks
- Maintain proper documentation and audit-ready records
- Support continuous improvement of procurement processes and systems
Requirements
- Minimum of 8 years of experience in commercial and procurement roles within construction, property development, or related industries
- Bachelor's degree in quantity surveying, Construction Management, Procurement, Business, or a related field
- Strong understanding of procurement processes, tendering, and contract administration
- Proven experience in cost planning, budgeting, estimating, preparation of quotations, managing variations, claims, and final accounts
- Good knowledge of standard forms of contract (e.g. PAM, FIDIC or equivalent)
- Strong negotiation skills with the ability to manage suppliers, contractors, and consultants
- Ability to manage multiple projects and stakeholders simultaneously
- Strong analytical, coordination, and problem-solving skills
- Proficient in Microsoft Excel and reporting tools
- Hands-on approach with the ability to work in a fast-paced, project-driven environment
