Job Description – Commissioning (Cx) Manager / Senior Manager (Data Centre)
Position Summary

The Commissioning (Cx) Manager / Senior Manager is responsible for leading and managing the end-to-end commissioning process of mission-critical data centre projects, ensuring all MEP systems are installed, tested, commissioned, and handed over in accordance with project specifications, client requirements, and industry standards.

The role works closely with project management, construction, design consultants, subcontractors, equipment vendors, and client representatives to deliver a fully operational facility that meets performance, reliability, and availability requirements.

Key Responsibilities

Commissioning Management

  • Lead the overall commissioning strategy, planning, execution, and successful completion of data centre projects.

  • Develop and implement the project commissioning plan, schedule, methodology, and milestones.

  • Coordinate commissioning activities across Mechanical, Electrical, Plumbing (MEP), ELV, Fire Protection, and Building Management Systems (BMS).

  • Ensure commissioning activities are carried out in accordance with project specifications, client requirements, and applicable industry standards.

Testing & Validation

  • Oversee all levels of testing including:

    • Factory Acceptance Test (FAT)

    • Site Acceptance Test (SAT)

    • Pre-Functional Checks (PFC)

    • Functional Performance Testing (FPT)

    • Integrated Systems Testing (IST)

    • Level 1–5 Commissioning (where applicable)

  • Verify system performance, redundancy, reliability, and operational readiness before client handover.

  • Coordinate witness testing with clients, consultants, and third-party commissioning agents.

Project Coordination

  • Collaborate closely with Project Managers, Construction Managers, Site Engineers, QA/QC teams, and subcontractors to ensure commissioning activities align with construction progress.

  • Coordinate with equipment suppliers and vendors for system start-up, testing, troubleshooting, and technical support.

  • Resolve commissioning issues through effective coordination with relevant stakeholders.

Quality & Compliance

  • Ensure all commissioning documentation complies with project specifications, contract requirements, and relevant international standards.

  • Review commissioning procedures, method statements, inspection and test plans (ITPs), and commissioning reports.

  • Monitor compliance with quality assurance, safety, and regulatory requirements throughout the commissioning process.

Documentation & Handover

  • Manage preparation and submission of commissioning documentation, including:

    • Test reports

    • Commissioning records

    • Defect tracking logs

    • As-built documentation

    • O&M Manuals

    • Training records

  • Lead the final system handover process to the client and operations team.

  • Ensure all outstanding commissioning issues are resolved prior to project completion.

Stakeholder Management

  • Serve as the primary commissioning interface between the client, consultants, subcontractors, and internal project teams.

  • Attend project meetings and provide regular updates on commissioning progress, risks, and mitigation plans.

  • Build and maintain strong working relationships with all project stakeholders.

Leadership (Senior Manager Level)

  • Lead and mentor commissioning engineers and site commissioning teams across multiple projects.

  • Establish commissioning standards, best practices, and continuous improvement initiatives within the organization.

  • Support business development by providing technical input during tender and pre-construction stages.

  • Assist in resource planning and commissioning team development.

Requirements
  • Bachelor's Degree in Electrical Engineering, Mechanical Engineering, Building Services Engineering, or a related discipline.

  • Minimum 8–12 years of experience in MEP or mission-critical commissioning, with at least 3–5 years in a leadership role.

  • Proven experience delivering large-scale data centre, mission-critical, or high-technology facilities.

  • Strong understanding of:

    • Electrical distribution systems

    • HVAC and chilled water systems

    • UPS systems

    • Generators

    • MV/LV switchgear

    • Fire protection systems

    • Building Management System (BMS)

    • EPMS/DCIM (preferred)

  • Hands-on experience managing integrated systems testing and client handover.

  • Familiarity with international commissioning standards and industry best practices.

  • Strong understanding of project scheduling, risk management, and construction sequencing.

  • Excellent communication, coordination, and stakeholder management skills.

  • Willingness to travel or be based on project sites when required.

Preferred Qualifications
  • Experience working with hyperscale or colocation data centre projects.

  • Experience with Tier III or Tier IV data centre developments.

  • Knowledge of commissioning standards such as ASHRAE, ANSI/TIA, BICSI, or Uptime Institute methodologies.

  • Professional certifications such as PMP, LEED, CxA, CCP, or equivalent are an added advantage.
