(PNFL), established in 1972, is one of Malaysia's leading consulting and chartered quantity surveying firms, specializing in Quantity Surveying and Project Cost Management Consultancy Services. The firm serves a wide range of clients, including government ministries and agencies, semi-government and statutory bodies, private and public companies, partnerships, and individual clients. PNFL is involved in projects from inception to completion across building and civil engineering works. Role Description The Consultant Quantity Surveyor (Consultant QS) is a full-time, on-site role based in JB. Johor. The role involves preparing cost estimates, cost plans, and feasibility studies, as well as managing tender processes, including tender documentation, bills of quantities, and tender evaluation. The Consultant QS will monitor project costs, perform cost control and value engineering, and provide advice on contracts, procurement strategies, and risk allocation. Daily activities include liaising with clients, consultants, and contractors, attending site and coordination meetings, preparing progress and financial reports, and supporting final account preparation and settlement. The role also includes ensuring compliance with relevant standards and regulations, maintaining accurate records, and contributing to continuous improvement in quantity surveying and project cost management practices.

Qualifications

  • Candidates should possess strong quantity surveying fundamentals, including cost estimating, cost planning, and measurement of building and civil engineering works.
  • Candidates should possess skills in tender documentation, bills of quantities preparation, procurement advice, and tender evaluation.
  • Candidates should possess competencies in contract administration, claims assessment, and final account preparation.
  • Candidates should possess analytical skills in cost control, budgeting, value engineering, and financial reporting.
  • Candidates should possess effective communication and interpersonal skills for engaging with clients, consultants, and contractors, and for preparing clear written reports.
  • Candidates should possess proficiency in relevant QS and office software (e.g., MS Excel, Word, cost estimating tools) and the ability to interpret drawings and specifications.
  • A recognized degree or diploma in Quantity Surveying or a related discipline is required; professional membership or progression toward membership in relevant bodies (e.g., RICS, AIQS, local professional boards) is an advantage.
  • Candidates should possess strong organizational skills, attention to detail, the ability to manage multiple projects, and a commitment to ethical, non-discriminatory, and safety-conscious practice.
