What you'll be doing
Pre-Contract Administration
- Prequalification selection and met up requirement for tendering projects.
- Lead a team in participating the tender exercise including sourcing quotation, rate build up, estimating, query preparation, BQ pricing, and other related task.
- Preparing own value engineering exercise in order to offer better competitive price.
- Prequalify qualification to foreseen/protect company interest.
- Highlight the discrepancies and ambiguities in the tender document.
- Prechecking the accuracy of the tender quantity and rates.
- Preparation of all related tender correspondence in order form part of contract, if awarded.
- Checking Letter Awards from client and consultant, liaising with client/consultant shall there any dispute.
- Monitor preparation and handover of the tender documentation for post contract administration
Post Contract Administration
- To prepare, review, and update of project timeline, budget and quality biweekly for management reporting and monitoring.
- Liaise with site personnel and purchasing department regardless to the project material bulk order purchasing in compliance to specs, technical performance, quality, budget, delivery schedule and others.
- Liaise with site personnel, client's team or consultant's team in regards to the authorities matter which have time and cost implications.
- Set up date line of sub contracts and supplier awards and weekly monitor subordinate progress.
- Prequalification for sub contract tender exercises and monitor the calling tender progress (Sub contract tender documents, BQ, drawing, specs and etc).
- Check, review and monitor the sub contracts comparison and recommendation on the selections of sub-contractors/suppliers and supplier for management approval.
- Monitor the preparation of Letter awards to sub-contractors/suppliers and setting up the contract compliance requirement (warranty, performances, debit notes, back charges, scope of works and etc).
- Negotiation of better payment terms from sub-contractor and credit terms for supplier.
- Assist site personnel in monitoring the performance of sub-contractors and suppliers are in accordance to drawing and specifications and serving notice and etc.
- Monitor the preparation of VOs, recommendation, submission to client and monitoring the timely approval.
- Meeting up with client and consultant team in resolving the contract dispute matters i.e. VOs and EOT.
- Monitor the QS team in timely preparation of sub con payment certificate, and cross check with physical works and verify to recommend management approval.
- Responding to the amendments or change scope of works regarding conditions of contract, VOs, and EOT.
- Attending site meeting between site personnel, client & consultants team or authorities to ensure smooth of the communication and not hindrances progress.
- Assist and monitor all contractual disputes including resolve all potential technical and contractual non-compliance issues between consultant and client team.
- Ensure Pre and Post contract operations are in accordance to the ISO 9001 objectives, requirement and procedures.
- Monitor all contractual records are complaint as to protect the company's interest at all times.
- Perform any other duties assigned by management from time to time.
Qualification:
- Diploma or Degree qualifications.
- Fluent in English, Bahasa Melayu and able to speak Mandarin.
- A minimum of 15 years experience in building and infrastructural/civil engineering works, preferably with a main contractor or consultancy firm focusing on contractual matters.
- Familiar with Computer skills and any Microsoft Office software or others accounting software would be added advantage;
- Has good personal qualities and teamwork
