Job Description

Job Summary

The Contract Manager oversees contract administration, legal agreement assignments, budgeting, cost estimation, and financial forecasting for materials, labor, and machinery. Reporting to the Head of Project Management, this role provides strategic contract advice, manages tender processes, resolves commercial risks, and coordinates closely with Sub-Lessees, Legal, and Business Development teams on project and land development agreements.

Key Responsibilities

  • Budgeting & Cost Estimation: Prepare comprehensive project estimates, budgets, and annual costing for materials, labor, and machinery for assigned projects.
  • Contract Advisory & Award: Evaluate project requirements to recommend optimal contract strategies and standard forms, maximizing commercial benefit through tender evaluation and award stages.
  • Tender & Document Management: Draft, review, and verify tender and quotation documents—including those prepared by consultants—to identify and resolve commercial or contractual issues.
  • Sub-Lessee & Third-Party Coordination: Collaborate with PMD, Sub-Lessees, Legal, and Business Development teams to integrate sub-lessee and third-party land/project development requirements into Sub-Lease Agreements and tender documents.
  • Document Verification & Substantiation: Ensure all contract submissions, claims, and supporting documentation are fully substantiated, accurate, and aligned with contractual obligations.
  • Risk Management & Compliance: Identify contractual and commercial risks, recommend actionable mitigation measures, and ensure compliance with procurement guidelines and statutory requirements.
  • Cross-Functional & Stakeholder Liaison: Work closely with contractors, consultants, external legal advisors, sub-lessees, and internal divisions (Legal, Finance, Business Development, Procurement, CEO Office).

Job Requirements

  • Bachelor's Degree in Quantity Surveying or a related discipline.
  • Over 14 years of proven experience in construction, infrastructure, engineering, or road/highway construction projects.
  • Extensive experience managing construction contracts end-to-end, covering budgeting, tender evaluations, awards, and compliance.
  • Proven hands-on expertise with major standard contract frameworks, including PAM, PWD, and FIDIC forms of contract.
  • Practical experience dealing with tenancy, sublease, development agreements, and third-party commercial arrangements (highly advantageous).
  • Practical experience or exposure to arbitration processes and dispute resolution mechanisms.
  • Working knowledge of contract law to spot legal exposures, evaluate risk profiles, and collaborate effectively with Legal Counsel.
  • Strong proficiency in procurement procedures, evaluating bid submissions, and drafting clear tender specifications.
  • Exceptional communication skills to align conflicting priorities among internal teams, consultants, contractors, sub-lessees, and government authorities.
  • High attention to detail in verifying project estimates, financial documentation, and contractual compliance.
