With continued growth in Johor's industrial and high-tech sectors, we are seeking an experienced CSA Cost Manager to support the delivery of major developments across the region.
Role Overview
The CSA Cost Manager will be responsible for managing all commercial and cost-related aspects of Civil, Structural and Architectural (CSA) works from feasibility through to final account.
This role requires strong experience in structural and architectural cost planning, contract administration, and commercial management on large-scale construction projects.
Key Responsibilities
Cost Planning & Estimating
- Prepare detailed cost plans for civil, structural and architectural packages
- Conduct feasibility studies and cost benchmarking
- Lead value engineering and cost optimisation exercises
- Prepare and review Bills of Quantities (BOQs)
Tender & Procurement
- Prepare tender documentation for CSA works
- Manage tender processes including commercial evaluation
- Conduct negotiations and provide award recommendations
- Advise on procurement strategies and contract conditions
Contract Administration
- Assess interim payment applications
- Evaluate variations, claims and change orders
- Monitor project budgets and cost forecasts
- Manage final account negotiations and close-out
Cost Control & Reporting
- Prepare monthly cost reports and financial updates
- Track committed costs and identify cost risks
- Provide commercial advice to clients and project teams
- Ensure compliance with company and client procedures
Requirements
Qualifications
- Degree in Quantity Surveying, Construction Economics, or related discipline
- MRICS or equivalent professional qualification preferred
Experience
- Experience in cost management with strong exposure to CSA works
- Experience delivering industrial, data centre, manufacturing, commercial, or large infrastructure projects preferred
- Consultancy experience is highly advantageous
Technical Skills
- Strong understanding of civil works, reinforced concrete structures, steel structures, façade systems, and architectural finishes
- Familiar with NRM/SMM measurement standards
- Ability to interpret drawings and specifications
- Proficient in cost management software and MS Office
