Job Description

Role Summary

The Malaysia Customs & Trade Compliance Expert is responsible for overseeing all customs and foreign trade compliance activities for Stellantis operations in Malaysia, supporting both the Gurun Manufacturing Plant and Distribution Hub. The role ensures adherence to customs regulations, accurate trade documentation, proper duty and tax handling, and efficient cross-border movement of goods. It also supports audit readiness, risk mitigation, and continuous improvement in customs and trade processes.

Job Description

A. Customs & Foreign Trade Operations

  • Oversee all import and export declaration activities for both the Manufacturing Plant and Distribution Hub.
  • Review and validate all key trade and customs documents to ensure accuracy and compliance, including: (Commercial Invoices and Packing Lists, HS Codes, Customs declaration forms such as K1, K2, and K8, COO / FTA documentation, including Form E, ATIGA, RCEP, AANZFTA, and MJEPA & AP, JK69, SIRIM, and other regulatory permits)
  • Ensure full compliance with the Malaysian Customs Act, Prohibition Orders, and all relevant OGA requirements.
  • Monitor customs clearance progress closely, address operational queries promptly, and minimize shipment delays.

B. HS Classification & Tariff Management

  • Maintain and regularly update HS Code master data for automotive parts, batteries, electronics, body components, and CKD materials.
  • Interpret tariff rulings, explanatory notes, and applicable national tariff subheadings to ensure correct classification.
  • Ensure consistency and alignment of HS codes across all documents and systems, including CIPL, K1 forms, COO, permits, and internal ERP records.

C. Preferential Trade & COO Management

  • Manage preferential origin assessments in accordance with applicable FTA rules, including ATIGA, RCEP, AANZFTA, and MJEPA.
  • Validate supplier declarations, BOM costing, and origin qualification against the relevant rules of origin.

D. Excise Duty & SST Compliance

  • Support excise-related compliance for manufacturing operations, including CKD structure and excise valuation requirements.
  • Ensure accurate SST treatment for parts, raw materials, and finished goods.
  • Review duty and tax calculations and identify opportunities for savings through exemptions, incentives, and applicable FTAs.

E. Import / Export Permit & Exemption Management

  • Manage all import and export permit applications and submissions, including AP, MITI, JK69 for batteries, SIRIM e-ComM, and other OGA-related requirements.
  • Track permit validity, renewal timelines, extensions, and submission lead times to ensure uninterrupted operations.
  • Prepare and coordinate documentation for duty exemption applications where applicable, such as for R&D tools or prototype units.

F. Audit, Governance & Risk Management

  • Support internal audits as well as external audits by RMCD and other authorities, including Post-Clearance Audits, SST audits, and excise audits.
  • Ensure proper maintenance and retrieval of customs records, COO archives, and classification approvals.

G. Broker & Stakeholder Management

  • Oversee the performance of customs brokers and freight forwarders supporting both entities.
  • Ensure adherence to service level expectations, timely escalation handling, and process discipline.
  • Work closely with SCM, Finance, Plant Logistics, Procurement, Supplier Quality, and regional customs teams to ensure smooth customs and trade operations.

Qualifications & Experience

  • Bachelor's degree in Supply Chain, Logistics, International Trade, Business Administration, or a related discipline.
  • Minimum 5 to 8 years of relevant experience in customs, trade compliance, or import and export operations.
  • Proven experience in managing customs and trade compliance activities within both manufacturing and distribution or warehouse environments.
  • Familiarity with ERP systems such as SAP or Oracle, as well as customs broker platforms, MITI ePermit, and SIRIM eComM.
  • Experience in handling excise matters, SST compliance, COO / FTA processes, and battery-related regulatory approvals would be a strong advantage.
