About the Role
We are looking for a detail-oriented and analytical Data Analyst, Project Resources to support data-driven resource planning and decision-making across the Project Management Unit (PMU). The role will be responsible for consolidating and analysing manpower, workload, project demand, and cost data to provide actionable insights that support effective resource deployment, project mobilisation, utilisation management, and cost optimisation.

Key Responsibilities
Resource Planning & Workforce Analytics
- Develop and maintain demand versus capacity forecasts to support tendering, project mobilisation, and ongoing project execution.
- Monitor manpower utilisation, manloading, bench strength, and resource allocation across projects.
- Identify resource constraints, gaps, and potential risks, and recommend solutions to optimise workforce deployment.
Data Management & Reporting
- Maintain accurate and up-to-date resource data, including manpower assignments, availability, utilisation, and cost allocation.
- Perform data validation, reconciliation, and quality assurance to ensure consistency and reliability of reporting.
- Develop and maintain dashboards, reports, and analytics using Power BI and other reporting tools to support management decision-making.
Cost & Performance Analysis
- Monitor resource-related costs and identify under-recovery trends, cost leakages, and inefficiencies.
- Analyse planned versus actual resource deployment and provide recommendations to improve cost effectiveness.
- Generate insights and performance metrics to support project and business planning activities.
Stakeholder Coordination
- Collaborate with Project Resources, PMU, HR, Planning, Estimating, and Project Teams to gather resource data and resolve discrepancies.
- Support governance forums and resource planning discussions through preparation of reports, datasets, and analysis.
- Assist in resource planning strategies for bids, tenders, and early project mobilisation activities.
Process Improvement & Automation
- Identify opportunities to improve reporting processes, automate manual activities, and enhance resource planning efficiency.
- Analyse trends, recurring issues, and lessons learned to improve planning assumptions and reporting practices.
- Support continuous improvement initiatives within the Project Resources function.
Qualifications
- Bachelor's Degree in Statistics, Mathematics, Computer Science, Business Analytics or any related discipline.
Experience
- Minimum 3 to 5 years of experience in Data Analytics, Business Intelligence, or related analytical roles.
- Experience supporting project-based environments, engineering organisations, or resource planning functions will be an advantage.
Technical Skills
- Proficiency in SQL and advanced Microsoft Excel.
- Experience with Power BI dashboard development and data visualisation.
- Familiarity with analytical tools such as Python.
- Exposure to project management tools such as MS Project and Primavera is an added advantage.
- Familiarity with AI-enabled productivity tools such as Microsoft Copilot or ChatGPT is desirable.
