Job Description

Job Summary

Lead the coordination and strategic assessment of emerging communications technologies in line with national policy objectives under the Communications and Multimedia Act 1998, while contributing domain expertise, standards inputs and selected initiatives to support coherent technology foresight, regulatory positioning and future-ready development aligned with MyTMAP2030 and national priorities.

Job Responsibilities

1. Lead the coordination and tracking of technology developments across MYTMAP2030 domains by consolidating updates on trials, POCs, deployments, standards and industry initiatives to maintain a current and structured view of technology progress.

2. Oversee the maintenance and periodic review of MYTMAP2030 to ensure continued relevance to MCMC priorities, industry developments and national direction.

3. Provide strategic technology advisory by translating technology developments into actionable insights to support MCMC leadership, policy considerations and regulatory readiness.

4. Lead the strategic direction of RF-EMF governance to strengthen policy positioning, public assurance and inter-agency alignment.

5. Drive the strategic assessment of NTN and D2D developments to support integrated Mobile and Satellite ecosystem planning and future ready network strategies.

6. Contribute to standards development and international engagements (e.g. MTSFB, DSM, APT, ITU) by providing technical inputs and shaping positions aligned with emerging trends.

7. Undertake assigned technology domain responsibilities (lead and/or support) to provide subject matter expertise and strengthen domain depth within the Department.

8. Contribute to and, where required, lead selected strategic projects and initiatives to support technology validation and organizational priorities.

9. Facilitate engagement with industry, academia and relevant stakeholders to obtain insights, validate developments and support technology advocacy.

10. Provide coaching and guidance to team members and support the Head of Department in managing departmental priorities and deliverables, including undertaking additional responsibilities as assigned.

Qualifications & Work Experience

  • Bachelor's Degree in Electrical, Electronic, Telecommunications, Computer Engineering or equivalent from a recognized university.
  • Postgraduate qualification in a relevant field (e.g. telecommunications, technology management, policy or business) is an added advantage.
  • Minimum eight (8) years of relevant working experience in the communications and multimedia industry or related technology sectors, with exposure to technology assessment, regulatory, standards development or strategic initiatives.

Technical Competencies/Skills

  • Strong understanding of the Communications and Multimedia Act 1998 (CMA 1998) and related regulatory frameworks.
  • Broad knowledge of emerging communications technologies and industry trends across multiple domains (e.g. mobile, satellite, fixed, digital technologies and applications).
  • Capability in technology foresight and roadmap management, including tracking, analyzing and consolidating developments across domains.
  • Familiarity with standards development frameworks and processes (e.g. MTSFB, Department of Standards Malaysia, APT, ITU).
  • Knowledge of RF-EMF principles, compliance frameworks and public communication considerations.
  • Understanding of non-terrestrial networks (NTN), D2D developments and integration with terrestrial networks.
  • Experience in managing or contributing to technology projects, trials or proof-of-concept initiatives.
  • Ability to analyze complex technical information and translate it into strategic insights and recommendations.
