The Bumiputera Agenda Steering Unit (TERAJU) is an agency under the Ministry of Economy that serves as the primary catalyst in empowering the Bumiputera economic and socioeconomic agenda within the context of Malaysia's national development.
Established in 2011 under the Prime Minister's Department, TERAJU has evolved into a crucial pillar in driving high-trajectory Bumiputera economic transformation. Through a holistic approach encompassing strategic interventions, innovative initiatives, and targeted programs, TERAJU plays an instrumental role in enhancing Bumiputera participation in strategic industries. The agency's main focus is to create a sustainable Bumiputera development ecosystem based on the principles of fair, equitable, and inclusive economic distribution.
Beyond economic aspects, TERAJU is also mandated to drive improvements in the well-being and sustainability of the Bumiputera community. This effort aims to create a conducive and dynamic environment, thereby elevating the status of Bumiputeras to a higher level in the country's socioeconomic landscape.With a clear vision and comprehensive approach, TERAJU continues to be the main catalyst in transforming the Bumiputera economic landscape and significantly contributing to a more inclusive and sustainable national development.
RESPONSIBILITIES (SUMMARY)
The Director of Strategic Services will report to the Senior Director, Strategic Services and play a key role in leading the development, communication, and execution of the organization's strategic plans, competitive intelligence initiatives as well as management of portfolios aimed at scaling-up Bumiputera companies. This position contributes significantly to shaping the long-term direction of the organization and supporting strategic initiatives for key stakeholders.
JOB DESCRIPTION
1.Develop and implement the strategic planning process: Develop and lead the execution of the annual Strategic Planning process, working closely with senior leadership and divisions to define strategic objectives, goals and initiatives. Lead the alignment of the divisions strategies with the overall corporate strategy. Monitor and track progress against goals and initiatives, providing regular reports and updates to senior management, highlighting key metrics and potential adjustment.
2.Conduct competitive intelligence analysis: Design and implement in-depth market research to identify emerging trends, investment opportunities, and threats within the industry. Provide insights and recommendations based on competitive intelligence to support strategic decision-making. Collaborate via cross-functional teams to develop strategies to maintain a competitive advantage for its stakeholders. Utilize competitive intelligence to anticipate market shifts and develop proactive strategies to maintain a competitive advantage.
3.Drive strategic initiatives: Lead the execution of strategic initiatives identified through the strategic planning process. Collaborate with divisions to develop and implement action plans to achieve strategic objectives. Monitor and evaluate the progress and impact of strategic initiatives, making adjustments as needed.
4.Manage and monitor investment portfolio: Lead the development of investment strategies based on the organisation's goals, drive growth and value creation through strategic initiatives and regularly assessing the performance of the portfolio against benchmarks and investment objectives.
5.Foster collaboration and communication: Develop clear and concise communication strategies to effectively communicate the organization's strategic vision and progress to all stakeholders, including senior leadership, departments, and Bumiputera businesses. Facilitate cross-departmental collaboration to ensure all teams are aligned with the strategic plan and contribute to its successful execution. Build strong relationships with key stakeholders across government, industry, and the Bumiputera business community to leverage partnerships and maximize program impact. Facilitate cross-functional collaboration and knowledge sharing to drive innovation and continuous improvement
6.Stay updated on industry trends and best practices: Stay abreast of industry trends, market dynamics, emerging technologies, changes in public policies that may impact the organization's strategic planning. Benchmark and analyze best practices in strategic planning and competitive intelligence to drive continuous improvement.
REQUIREMENTS
Education
Candidate must possess at least Bachelor's Degree/Post Graduate Diploma/Professional Degreein related field. MBA, advanced degree or professional certificates e.g. PMP preferred.
Experience
Minimum 10 years of experience in strategic planning and development, preferably within a similar industry or government setting.
Proven track record of leading and managing the development and execution of multi-year strategic plans.
Experience in conducting market research and competitive intelligence analysis, with a strong understanding of industry trends and best practices.
Demonstrated experience in program development, implementation, and evaluation, preferably in the context of business development or entrepreneurship support.
Experience working with and collaborating with diverse stakeholders, including senior management, government agencies, and business communities.

Familiarity with the challenges and opportunities faced by Bumiputera businesses.
Knowledge of relevant government policies and initiatives related to Bumiputera development.
Understanding of program design principles and evaluation methods.
Strong financial acumen.
