ABOUT FINCO
The Financial Industry Collective Outreach (FINCO) is a collaborative initiative pioneered by financial institutions (FIs) in Malaysia, with the guidance of Bank Negara Malaysia, to provide underprivileged children and youth with the guidance and educational tools they need to achieve their life goals. FINCO seeks to achieve these objectives through the collective development of programmes in English Proficiency, Life Aspiration, Financial Literacy and Disaster Relief as well as through shared programmes supported by individual financial institutions.
FINCO is working with government schools across Malaysia providing teacher training, student workshops and resources as well as other initiatives which aim to provide students with equal access to high quality educational opportunities.
The Education Manager forms part of the FINCO Delivery Team supporting schools to achieve improved English Language amongst Malaysian students. The post holder will work closely with the Senior Manager and FINCO Management Team on all aspects of programme design, delivery and reporting, and with selected training service providers.
MAIN DUTIES
The Education Manager will support the Senior Manager, English, to effectively manage, facilitate and deliver high quality project outcomes for English Language initiatives to meet FINCO's strategic objectives. The initiatives include HIP-FINCO Reads which provides training and resources for teachers to improve students reading proficiency and broader English language skills. The Remedial Instruction programme is an initiative under the MOE which equips upper primary school teachers with remedial strategies and tools to address low levels of English proficiency in their schools. Responsibilities include planning and delivering activities, supporting day-to-day communications and project evaluation and reporting and line management of one project coordinator.
ROLES AND RESPONSIBILITIES
Project Planning
- Input into the review and development of project objectives and intended outcomes and outputs to design impactful activities including detailed implementation plans, setting of KPIs and deliverables, and identification of potential collaboration partners.
- Independently research and Identify needs of students and prepare highly engaging and age-appropriate English proficiency resources targeted at both primary and/or secondary students in government schools.
- Support the FINCO management team in responding to financial industry members requests to contribute to FINCO schools by liaising with schools to understand schools needs and facilitating financial institution responses.
- Be responsible for planning the implementation of projects and for reviews at different stages of the project cycle to ensure goals and timelines are met.
- Identify any goods, services and resources to be procured in the course of project delivery and assist in the procurement process as required and in line with FINCO's finance SOPs.
- Support the Senior Manager and Programme Director in developing M&E tools and in monitoring the performance of suppliers, service providers and partners, including progress against deliverables and to expected standards.
- Ensure child protection, health and safety, equal opportunities and diversity and Anti-Bribery and Corruption policies are considered during planning and consistently implemented, and any potential or actual malpractice is reported.
Project Delivery
- Liaise with JPN, schools and volunteers to arrange training and activity dates, issue the required documentation and manage training logistics including venues and catering and suitable platforms for online delivery, as required.
- Deliver English Proficiency activities, disseminate resources and information to stakeholders and highlight and implement changes needed to manage risks and achieve objectives.
- Ensure FINCO's branding and project IP, and that of financial industry partners, is protected and in line with service provider agreements.
- Work with the Senior Programme Managers to encourage and manage the involvement of financial industry members and volunteers in FINCO's programmes.
- Work with the Senior Programme Manager and Accounts Assistant to ensure accurate tracking of finances.
Monitoring and Evaluation
- Ensure the integrated monitoring and evaluation systems are implemented as required and report on activities conducted, updating the dashboard as required.
- Ensure Education Partners collect and collate teacher and students data and share consolidated data with the Programme Director.
Communications
- Contribute to the development of project briefings and update presentations to the MOE, schools, financial industry members and other stakeholders.
- Contribute to the identification and development of impact stories and visual content to showcase programme success, and work with the Senior Manager Communications and Events to develop and deliver a programme communications plan aligned to core messaging.
- Provide the Management and other relevant stakeholders with regular activity updates.
Stakeholder Management
- Develop and maintain strong relationships with the relevant PPD and JPN officers, and other key stakeholders to ensure smooth programme implementation.
- Work with the Programme Manager to communicate volunteering opportunities to FINCO's financial industry members and manage and report on their participation in the project.
- Be updated on all FINCO programmes and be an ambassador for FINCO.
Events
- Support the Backbone team in the organisation of relevant events.
- Identify and communicate opportunities for FINCO's involvement in relevant 3rd party events.
SKILLS AND EXPERTISE
Qualifications
Bachelor's degree and English Language Teaching qualification.
Skills and knowledge
- Well-developed English language teaching resources design skills grounded in a good understanding of pedagogical approaches to teaching and learning for young people, with excellent attention to detail.
- Proven ability to work independently and be highly organised to manage several activities at the same time to meet required deadlines and produce work in line with quality standards.
- Strong communication skills including fluency in English and Bahasa Malaysia and the ability to establish and manage a range of relationships with colleagues and stakeholders.
- Good research and analytical skills to identify key issues in education and inform the development of innovative solutions.
Experience
- 3-5 years of relevant full-time experience in education, including designing and delivering high quality and engaging English language learning experience for students.
- Experience in supporting the development of, and implementing, short- or long-term capacity building projects for English teachers with measurable outcomes.
- Experience of implementing monitoring and evaluation systems.
- Experience of working with non-profits or on CSR or community engagement programmes with a focus on impact (desirable).

- The FINCO team work from different locations, including a fixed office and home so the postholder should ensure they have access to a phone, and stable Wi-Fi.
- Occasional travel within Malaysia is necessary.
