Job Description

Job Purpose

To lead and manage all electrical and SCADA-related engineering, design, integration, and execution activities for a Combined Cycle Gas Turbine (CCGT) power plant project. The role ensures safe, reliable, and compliant delivery from design through construction, commissioning, and handover.

Key Responsibilities

Engineering & Design

  • Lead the design and review of electrical systems including:
  • HV/MV/LV distribution systems
  • Generators, transformers, switchgear, and protection systems
  • UPS, battery systems, and grounding/earthing
  • Oversee SCADA and control system architecture design, including DCS/PLC integration
  • Ensure compliance with international standards (IEC, IEEE, NFPA, etc.) and local regulations
  • Review and approve engineering documents:
  • Single Line Diagrams (SLD)
  • Protection coordination studies
  • Load flow, short circuit, and arc flash studies
  • Interface with OEMs (e.g., gas turbine, steam turbine suppliers) for system integration

SCADA & Control Systems

  • Lead SCADA system design, configuration, and implementation
  • Define communication protocols (Modbus, IEC 61850, OPC, etc.)
  • Ensure proper integration between:
  • DCS
  • Electrical Protection Systems
  • Balance of Plant (BoP) systems
  • Supervise HMI/SCADA development and ensure usability and cybersecurity compliance
  • Coordinate Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT)

Construction & Installation

  • Provide technical support during site construction and installation
  • Review EPCC contractor work, method statements, and installation procedures
  • Ensure proper installation of:
  • Cable routing and termination
  • Switchgear and control panels
  • SCADA/control panels and network infrastructure
  • Resolve technical issues and deviations on-site
  • Review Approved-for-Construction (AFC) drawings and verify that all measurements, dimensions, elevations, and schematics comply with contractual specifications.
  • Monitor construction progress, including site surveys, installation of electrical systems, and fire protection systems and testing.
  • Utilize appropriate surveying instruments to verify completed works and ensure accuracy.
  • Compile, maintain, and update project documentation, including photographic records and progress logs.
  • Be available to work flexible hours, including nights, weekends, overtime, and in varying outdoor weather conditions, as required by project needs.
  • Conduct daily inspections of construction sites to ensure that works are progressing in accordance with the project schedule.
  • Prepare and maintain daily reports summarizing construction activities and key developments.
  • Review and analyse cost estimates submitted by the EPCC Contractor in comparison with the Contract Package and provide recommendations where necessary.
  • Monitor the performance of the EPCC Contractor and its subcontractors.
  • Evaluate site conditions and recommend necessary changes or improvements to enhance project execution.
  • Coordinate with internal and external stakeholders to ensure efficient delivery of construction works and successful completion of final inspections.

Commissioning & Testing

  • Lead electrical and SCADA commissioning activities
  • Develop commissioning procedures and test plans
  • Supervise energization of systems and synchronization of generators
  • Coordinate integrated system testing with mechanical and process teams
  • Ensure performance testing meets contractual requirements

Project Management & Coordination

  • Act as the focal point for all electrical and SCADA matters
  • Coordinate with multidisciplinary teams (mechanical, civil, I&C)
  • Manage schedules, deliverables, and technical risks
  • Support procurement activities (technical specifications, vendor evaluations)
  • Liaise with stakeholders, consultants, and regulatory authorities

Health, Safety & Compliance

  • Ensure all activities comply with HSE standards and permit-to-work systems
  • Promote safe working practices during construction and commissioning
  • Ensure compliance with grid code and utility requirements
  • Monitor construction activities for safety compliance and report any violations to the Senior Engineer or Project Site HSSE personnel.
  • Ensure that the EPCC Contractor and all subcontractors comply with all applicable safety requirements, including the use of appropriate personal protective equipment (PPE).

Any other responsibilities that may be required, in the interests of the Company from time to time.

Qualifications & Experience

  • Bachelor's or Master's Degree in Electrical Engineering or related field
  • Minimum 8–12 years of experience in power plant projects (preferably CCGT)
  • Proven experience in both electrical systems and SCADA/DCS integration
  • 132kV Competent Engineer certified by Energy Commission
  • Experience in EPC project environment is highly preferred
  • Strong knowledge of grid synchronization and protection systems
