The Position

The Employee Lifecycle Management Operations Manager is a leadership role responsible for the accurate and timely delivery of People & Culture (P&C) services within a specific region (Americas, EMEA, or APAC). This position involves extensive process ownership, including the planning, implementation, and administration of processes related to People Support, Organization, and Compensation data, and managing the daily operations of regional People Support Solutions. A critical aspect of the role is leading change management, which requires significant interaction with P&C Business Partners, senior leaders, and various internal and external stakeholders globally to optimize processes, harmonize systems, and drive regional alignment while upholding a high standard for employee privacy and data handling.

In addition to operational oversight, the manager contributes to strategic direction by participating in establishing strategic plans and corporate policies, and has in-depth knowledge of business strategies to influence and negotiate with executives and major customers. The role includes full responsibility for budget and resource management, ensuring goal achievement through tactical plans, and providing comprehensive leadership over all personnel management decisions-including hiring, development, and performance management-for department staff. Furthermore, the manager is responsible for maintaining and continuously improving the quality system to ensure objectives are met through daily actions.

Key Responsibilities

  • Responsible for the accurate and timely delivery of People & Culture (P&C) services within a specific region (APAC).

  • Own processes, including the planning, development, implementation, optimization and administration of PSS processes and People, Organization, and Compensation data.

  • Lead change management across the region, harmonizing system requirements and processes in collaboration with P&C Business Partners, Business Subject Matter Experts, and senior business leaders to enhance customer experience.

  • Participate in establishing strategic plans and objectives, developing corporate policies, and influencing/negotiating with executives and major customers.

  • Manage the department's budget and resources, providing direction to subordinate managers and ensuring communication around KPIs and operations reviews. Ensure regulatory and legal compliance.

  • Lead, role model, and facilitate people processes in line with Roche Leadership commitments, People Practices, Roche Operating Principles and policies.

  • Build an engaging culture to both attract and retain top talent. Coach team members regarding their individual development and career plan and ensure succession plans are in place that provide continuity beyond transformation program timeframe.

  • Ensure consistent, reliable service delivery, maintain regulatory compliance, and align service quality with the global PSS organization's objectives.


Who You Are

  • 5+ years of proven leadership experience in an HR shared service center, with a proven track record leading regional or global service delivery teams.

  • Demonstrated excellence in leadership, change management, and the ability to lead virtually and work across borders.

  • Fluent in English is required additional regional languages (e.g., German, Spanish, Chinese) are a plus.

  • Excellent communication skills with demonstrated success in building partnerships, customer relations, and managing stakeholders at all organizational levels.

  • Strong analytical and problem-solving abilities, proven experience managing competing priorities in a fast-paced, ambiguous, and multicultural matrix environment.
