Job Requirements
Nationality /Language:Chinese national.Proficiencyin English is preferred.
Educational Background
Diploma orBachelor's Degree in Safety Engineering, Environmental Engineering, Mechanical & Electrical Engineering, or a related discipline.
Work Experience
Minimum 6 years of EHS management experience in construction or M&E projects.
At least 3 years of overseas project experience, preferably in Malaysia or Southeast Asia.
Professional Competencies
Strong knowledge of both China and Malaysia EHS regulations, construction safety standards, and risk control systems.
Capable of preparing and reviewing:
Certifications
Holder ofChina Registered Safety Engineercertification or equivalent qualification.
Overseas EHS certifications (e.g., NEBOSH, OSHA) are highly preferred.
Personal Attributes
Strong senseof responsibility and execution capability.Effective cross-cultural communication skills.
Strong leadership and coordination abilities.
Able to work under pressure in a fast-paced large-scale datacenterconstruction environment.
Key Responsibilities
1. EHS System Implementation & Supervision
Fully responsible for safety management execution of assigned building(s) involving Chinese construction teams (civil, electrical, HVAC, fire protection, steel structure, etc.).
Implement the full-cycle EHS management processin accordance withthe project EHS manual,
including:
Organize regular EHS weekly meetings, safety coordination meetings, and technical safety briefings for subcontractors.
Review andmonitorimplementation of work permits, Risk Assessments (RA), and Permit to Work (PTW) systems.
Enforce control measures for high-risk activities including:
Working at height / fall protection
Hot works
Temporary electricity
Lifting operations
Confined space entry
Safety Management of Chinese Subcontractor Teams
Directly manage and evaluate EHS performance of Chinese subcontractor teams.
Supervise preparation and execution of EHS plans, risk analysis, and safety briefings.
Monitor sitebehaviorand compliance with safety standards;immediatelycorrect violations.
Act as the primary liaison between Chinese subcontractors and the EHS Department to ensure smooth communication and clear instruction alignment.
Collaboration with Local Safety Team
Work closely with the local EHS Manager and Safety Officers to ensure compliance with Malaysian statutory requirements (e.g., DOSH, CIDB, FMA standards).
Participate in local safety meetings, audits, third-party inspections, and client EHS inspections.
Safety Training & Culture Development
Organize safety training, toolbox meetings, and enforcement of safety reward and penalty mechanisms for Chinese personnel.
Promote safety culture and enhance EHS awareness among Chineseworkforce.
Identifyrecurring hazards and casestudies, andconduct experience-sharing sessions.
Incident Management & Reporting
Lead investigation, analysis, and corrective action closure for accidents and near-miss incidents within assigned building scope.
Prepare incident reports and support the local EHS team in official reporting to authorities.
Drive the achievement of Zero Accident, Zero Fatality safety targets.
Submit weekly safety performance reports, including:
Documentation & System Management
Participate in the preparation and review of safety plans, JSA, RA, PTW, and other EHS documentation.
Supervise authenticity and completeness of EHS records, reports, and inspection checklistssubmittedby subcontractors.
Regularly update and maintain EHS documentation for assigned building(s).
