Job Description

Role Overview

The Environment Executive is responsible for ensuring full compliance with DOE, EIA, and EMP requirements throughout the construction phase of the Kimanis power plant project. The role involves hands-on environmental monitoring, reporting, and coordination with regulatory authorities.

Key Responsibilities

•     Implement and monitor the Environmental Management Plan (EMP) in accordance with DOE conditions and EIA approval.

•     Conduct and coordinate environmental monitoring activities including water quality, air quality, noise, and vibration.

•     Manage scheduled waste on site in compliance with Environmental Quality (Scheduled Wastes) Regulations 2005.

•     Prepare and submit monthly/quarterly environmental monitoring reports to the client and DOE.

•     Liaise with DOE and relevant regulatory bodies on environmental compliance matters.

•     Implement spill prevention and response procedures; manage spill incidents and corrective actions.

•     Conduct environmental site inspections and audits; identify non-conformances and follow up on corrective actions.

•     Maintain all environmental documentation including monitoring logs, disposal records, and audit reports.

•     Conduct environmental awareness briefings for site personnel.

•     Coordinate with subcontractors to ensure environmental compliance across all site activities.

REQUIREMENTS

Education & Certification

•     Degree or Diploma in Environmental Science, Environmental Engineering, or related field.

•     CEPSWAM (Competent Person Scheduled Waste Management) certification is an advantage.

•     Familiarity with DOE Malaysia regulatory framework, EIA guidelines, and Environmental Quality Act 1974.

Experience

•     Minimum 3–5 years of hands-on site environmental compliance experience.

•     Experience in EPC, power plant, O&G, infrastructure, or industrial construction projects — strongly preferred.

•     Proven experience with DOE/EIA/EMP compliance, environmental monitoring, and report submission.

•     Experience managing scheduled waste, spill control, and site environmental audits.

•     Prior exposure to power plant or Kimanis/Sipitang O&G environment is an advantage.

Skills & Attributes

•     Strong understanding of DOE regulations, EIA conditions, and environmental monitoring methods.

•     Able to prepare clear, accurate environmental monitoring reports and submissions.

•     Detail-oriented, proactive, and capable of managing compliance requirements independently on site.

•     Good communication skills to liaise with regulators, client, and site team.

•     Willing to be based at Kimanis site — local Sabah candidates strongly preferred.
