Job Description

Job Purpose:

Strategize, plan and implement HSE Plan and Program, conduct HSE Inspection & Audit, implement HSE assurance, Analyse HSE statistic, collaborate and supervise all HSE activities at project sites, so to achieve good HSE performance for the Project.

Key Accountabilities:

  • Strategize, plan and Manage the Project HSE resources including sub-contractors HSE resources, implement Project HSE Plan and Program, monitor Project HSE performance and take necessary interventions, all ensure safe Project delivery.
  • Strategize and work collaboratively with Project sponsor/client, GHSE (HQ), to ensure alignment of Clients/home HSE strategies and requirement with that of Project, and to ensure seamless interface execution of assurance program.
  • Act as the HSE Technical Authority for the Project, provide technical solution for all HSE issues, conduct incident investigations and make technical decision on HSE matters.
  • Plan and upkeep the Project HSE Policies, manual, procedures and forms so that they comply with the Project contractual HSE requirement, e.g. Project LOR, OSHA, EQA, etc.
  • Strategic, plan and conduct HSE Inspection program, HSE Independent Audits, conduct/ periodic review Project HSE Risk assessment e.g. HIRARC, JSA/JHA, CHRA, follow up with mitigation actions so that Project HSE Risk be maintained too as low as practical.
  • Strategies and maintain good network with industrial peers, regulatory and government agencies, anticipate and prepare well to comply with local authorities requirement, e.g. eSWISS / JPPK reporting, to allow safe and efficient delivery of the Project.
  • Supervise HSE resources in the Project operation centres and construction site, ensure SSS / SHO are doing their daily rounds in the field, intervening unsafe acts/situation, engage workers, encourage feedback, all to ensure workers work safely.
  • Strategize, maintain good reporting channels with all sites, provide and issue periodic Project HSE performance reports, statistics and analysis, e.g. HSE KPI, HSE program progress, campaign, HSE Management Walkabout and BeSafe Card, conduct HSE steering committee meeting, update HSE matters to Project Management.
  • Work closely with Project Manager, Project Construction Manager and all the sub-contractors site Managers to help the Project Management to build a proactive HSE culture in the Project.
  • Review and ensure all critical HSE systems such as emergency response plan & equipment are valid/ available/ working, in accordance with HSEMS and approved framework.
  • Plan and conduct interview for recruitment effort, conduct coaching and training, supervise on the job training, conduct HSE technical assessment, spend time with staffs on competency gaps closure, all to develop sufficient competent HSE Personnel and resources to support safe delivery of Projects.

Professional Qualification and Experiences:

  • Degree in industrial safety, hygiene, environmental engineering, engineering or related disciplines.
  • At least 10 years of relevant experience in HSE and project execution in Oil and Gas Industry.
  • Experience in management at Project level.
