JOB SUMMARY
This role is responsible for supporting and executing sourcing and category management activities for the Digital Technology category, covering IT Software, IT Hardware, Cloud Services, Cybersecurity, Data & Analytics, Network Infrastructure, Managed Services, Digital Platforms and emerging technology solutions. The incumbent will work closely with Business Owners, Technology Division, Legal, Finance and key stakeholders to understand procurement requirements, support sourcing strategies, conduct commercial analysis and negotiations, and contribute towards value-for-money procurement outcomes.
JOB RESPONSIBILITIES
- Conduct spend analysis, market intelligence and supplier research for Digital Technology categories.
- Support the development and execution of sourcing strategies for IT software, hardware, cloud and managed services.
- Support Business Owners in preparing RFP, RFI and tender documentation, ensuring alignment of technical requirements with pricing structures including to understand procurement needs and timelines.
- Coordinate and executing sourcing activities including market engagement, evaluations and negotiations.
- Perform TCO, pricing, benchmarking and commercial analysis. Participate in technical and commercial evaluations, ensuring documentation is complete and compliant.
- Support execution of sourcing projects via the eProcurement system and assist in bid clarifications.
- Prepare procurement recommendations, committee paper inputs and supporting documentation. Assist in finalising agreements with Business Owners and Legal team.
- Support contract negotiation activities and supplier performance follow-ups.
- Ensure compliance with procurement policies, governance and audit requirements.
- Support procurement transformation and eProcurement initiatives.
- Perform other duties assigned by Management.
JOB REQUIREMENTS
- Malaysian citizen.
- Pass Malay Language including oral test at Sijil Pelajaran Malaysia (SPM) level.
- Bachelor's Degree in Information Technology, Computer Science, Engineering, Business Administration, Procurement, Supply Chain Management, Finance or any related field from a local university or an overseas higher learning institution recognized by the Malaysian Qualifications Agency (MQA).
- 0-2 years relevant experience in procurement, sourcing, vendor or contract management.
- Experience in technology procurement involving software, hardware, cloud or cybersecurity solutions is desirable.
- Good analytical, negotiation, stakeholder engagement and communication skills.
- Professional certifications such as CIPS, CPSM, PMP or relevant technology certifications are an advantage.
- Experience in public sector procurement or social protection institutions is an added advantage
