Job Summary
To analyse and evaluate apparatus assignment (AA) applications and manage registration of site registration and payments of Spectrum Assignment (SA) under Mobile Service — International Mobile Telecommunications (IMT) in accordance with the Communications and Multimedia Act 1998 (CMA 1998), Communications and Multimedia (Spectrum) Regulations 2000, ITU Radio Regulations, Spectrum Plan, Standard Radio System Plan (SRSPs) and applicable Guidelines and Standard Operating Procedure (SOP) to ensure compliance and efficient management of spectrum, service delivery, process improvement as well as implementation of framework and operations manual for AA and SA for Mobile Service — IMT.
Job Responsibilities
1) Analyse AA applications within the term of MCMC's Client Charter upon receipt of complete information for all applications under Mobile Service — IMT to ensure compliance and efficient use of spectrum:
• Mobile — IMT (4G and 5G) for public and private networks.
2) Verify and manage registration of SA sites on monthly basis, and manage payment for price component and annual component of SA fee:
• Mobile — IMT (2G and 4G).
3) Perform technical and interference impact analysis including feasibility study of issuance of new assignments to ensure no potential frequency interference to new or existing assignments.
4) Check details and parameters on matters/issues related to assignment prior to submission to the Management (MCM or Commission Meeting) for approval, to ensure accurate information are provided for the decision making.
5) Collect and follow up on AA fees and SA annual fees collection to ensure payments are received by MCMC within the stipulated timelines.
6) Check status of submission of approved application's details/parameters to Spectrum Coordination Department (SCD) for international coordination and registration purposes to ensure harmonisation, efficient use of spectrum and service delivery.
7) Inform decisions/approval of assignment by the Management (including outcome of international coordination meeting).
Example of activities (including but not limited to):
8) Perform major annual AA re-application exercises to ensure service delivery, accuracy and validity of assignments.
9) Conduct Radio Assignment Verification exercises, including commissioning of trial transmissions for all radiocommunication services (Mobile, Radiodetermination, Amateur, Fixed, Broadcasting and Satellite), with proper preparation such as data extraction, validation and planning. Analyse findings and prepare post-verification reports for Management to ensure all conditions imposed on assignment holders are met and compliance is adhered to.
